- Description
- This requirement for a content management software system stems from the Navy’s goal to lower costs and improve the accurate and timely delivery of information to the warfighter. This content management software will be used to manage the publishing process of Naval Aviation Technical Information Products (NATIP) by adding integrated workflows, versioning, content reuse and production tracking. This acquisition is being pursued on a full and open competitive basis under the statutory authority FAR, Part 6.1 – Full and Open Competition and 10 U.S.C. 2304 / 41 U.S.C. 253. Responses must be received by 5:00 PM Eastern Time on 30 October 2009 with a solicitation to follow in November 2009. The applicable NAICS code for this requirement is 511210 – Software Publishers. The following minimum requirements must be met to be considered for award:. application is registered in the DON Application and Database Management System (DADMS). application has an ‘Approved’ or ‘Approved-Interim Waiver’ disposition status if running on Navy Marine Corps Intranet (NMCI) or an ‘Allowed with Restrictions’ if running on non NMCI. manage XML source data and graphic objects at varying levels of granularity from individual objects to entire collections of content. provide content re-use capabilities for use across multiple product variants, documents, and output formats. publish content dynamically based on product, partner, customer, or user requirements. provide the ability to utilize a 3rd party authoring tool, Arbortext Editor, to create and edit content. provide the ability to utilize a 3rd party print engine, Arbortext Publishing Engine, to assemble content for different audiences, and publish the assembled content automatically to print, Web, PDF, Microsoft Word, HTML Help and other media formats.. provide extensive document management support for file types from other DADMS list approved applications. offer customizable project-centric workflows for notification, editing, commenting, and approval. support metadata for workflows and database objects and provide reporting tools to capture metrics from a wide variety of sources. provide the flexibility and reporting detail required to manage a collaborative document creation and delivery process. help authors create, validate and manage multiple variants of content and hyperlinks from a single XML file. enable authors to easily locate, enter and manage "hyperlinks" and references among portions of XML data anywhere in the repository. ensure that changes to document content or versioning do not inadvertently break existing links. provide web browser, PC Client, and Editor-in (i.e., PTC Arbortext Editor) interfaces and allow for customizable interfaces The anticipated solicitation number for this action is N00421-10-C-0010.
