This support will be for a broad range of technical, engineering, operational, analytical, planning, acquisition, security and management functions pertaining to the day-to-day operation of the CFBLNet. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal or a promise to issue a Request for Proposal in the future. This RFI does not commit the Government to contract for any supply or service. <h4 style="MARGIN: 0in 0in 0pt"> </h4> <h4> Description </h4> The Defense Information Systems Agency (DISA), Program Executive Office, Command and Control Capabilities (PEO C2C), Multinational Information Sharing (MNIS) Program Management Office (PMO), Falls Church, VA, is conducting market research to identify private sector sources (industry), that can provide operational support for the Combined Federated Battle Lab Network (CFBLNet). The CFBLNet is a year-round network for research, development, trials and assessments (RDT&A) that currently operates up to a Combined Secret Releasable accreditation level for Combined Communications Electronics Board (CCEB) and NATO members (including the USA). CFBLNet is used to develop coalition interoperability, doctrine, procedures and protocols that can be transitioned to operational coalition networks for future contingencies. CFBLNet federates existing USA, CCEB, and NATO national laboratories and test beds. CFBLNet has its own specific definition for Initiative, and it is, therefore, always capitalized as a proper noun. The CFBLNet definition of Initiative is: "... an Initiative is any experiment, trial, demonstration, training or other activity [e.g., de-risking] utilizing CFBLNet." The size of the events can be as small as a local single country test, for which, governance approval is not required to very large Initiatives consisting of multiple events, trials, or initiatives, e.g., Coalition Warrior Interoperability Demonstration (CWID) and Empire Challenge (which contains what that community calls multiple initiatives, distinguished by the use of lower case letters). The MNIS PMO acts as the executive agent and network manager for CFBLNet. Serving as the Secretariat is a major role with duties including: maintaining control over the day-to-day activities and the conduct of assessments and initiatives for the network requirements of member nations; maintaining close liaison with all other services and agencies and acting as scheduler for all participants conducting experiments using the CFBLNet; receiving site nominations and creating files and processing them the nominations the CFBLNet Governance structure until approved/rejected, and then maintaining a file on all site history, deliberations and decisions. The MNIS PMO maintains a CFBL website to assist in the international sharing of information and test results. Sources may learn more about the Agency and its mission at http://www.disa.mil. The MNIS PMO requires an industry partner who can provide technical support to early operational assessments, developmental testing, operational testing, and evaluation of IT systems that support specific coalition information sharing requirements that the US and its coalition/allied partners define. The industry partner must provide network engineering for the CFBLNet lab environment, including network design, network policy dissemination, performance monitoring and fault management, which includes networks, servers, applications and force generation databases; collection of operational performance statistics, data analysis, identification of potential problems, and recommendation of engineering solutions for these problems; network architecture design and development of implementation options in conformance with specified guidelines; network engineering for Internet protocol (IP) convergence and integrated voice, data and video communications systems; network technologies and capabilities; and review and update of system and network management CONOPS. The industry partner must also resolve and implement local area network (LAN) configuration issues; analysis, isolation and coordination of corrective action for communications related problems; configuration of communications equipment to satisfy specific CFBLNet user requirements; and provision of networking capability for customers to ensure customers are isolated from each other to prevent unintentional harmful actions of one customer from impacting other customers. The industry partner will be responsible for security engineering certification and accreditation of the entire CFBLNet architecture and must support the planning, design, development, testing, demonstration, rapid prototyping, integration, site survey, installation, operation and maintenance of C2 communications, displays, firewall/guards, intrusion detection systems and information sensors of computer/network systems and infrastructure operations. This includes the protection and sustainment of the CFBLNet information assurance requirements for system and information availability, access control, integrity, confidentiality; protection of the operating environments and software, including network, operating systems and databases; integration and implementation of information assurance features for client-server and web enterprises; participation in the planning and performance of Security Test & Evaluation (ST&E), Modified Developmental Tests (MDT), and other testing scenarios; support for implementation of user, server and object certificates and other identification and authentication infrastructure elements. Requested Information: The Defense Information Systems Agency is requesting white papers that include (1) a cover page identifying the company or party CAGE code (if a CAGE code is applicable), street address, proposed NAICS code and size standard, and the names and telephone numbers of the point of contract for the company or party (in the case of a partnership, please provide the appropriate CAGE code and POC information for the lead company), (2) a summary statement of the company's or party's experience/capabilities, and (3) a discussion of related company or party's experience in the areas described above. The white paper should be prepared in Microsoft Word format (version 2003 or 2007) and is limited to fifteen (15) pages and five (5) MB. Submissions are required no later than 3:00 pm EST, 30 October 2008 by e-mail response to: Michael Warwick at Michael.warwick@disa.mil. The submitted documentation and content thereof becomes the property of the U.S. Government and will not be returned. No solicitation documents exist at this time. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). The Government does not intend to award a contract on the basis of this request. This is a request for information/market research announcement for planning purposes only. The Government will not reimburse costs associated with the documentation submitted under this request. Responders are solely responsible for all expenses associated with responding to this inquiry. Although proposal terminology may be used in this inquiry, your response will be treated as information only and will not be used as a proposal. This announcement is not to be construed as a formal solicitation. It does not commit the Government to reply to information received, or to later publish a solicitation, or to award a contract based on this information. This notice is part of Government market research. Information received as a result of this request will be considered as sensitive and will be protected as such. Any company or industry proprietary information contained in responses should be clearly marked as such, by paragraph, such that publicly releasable and proprietary information are clearly distinguished. Any proprietary information received in response to this request will be properly protected from unauthorized disclosure.
