Description
NASA/GSFC plans to issue a Draft Request for Proposal (DRFP) in November 2009 forthe Ground Systems and Mission Operations (GSMO) contract. Potential Offerors areencouraged to comment on all aspects of the draft solicitation. The scope of the resultant contract shall support mission operations activities in allmission phases including concept studies, pre-formulation, formulation, implementation,operations, and disposal. The contract shall support studies, development, integrationand test, verification, mission operations, and sustaining engineering. The primary functions of operations include command and control, mission planning andscheduling, trending and analysis, observatory health and safety monitoring functions,on-board storage management, limited flight dynamics support, and flight softwaremanagement. This full and open competitive procurement is anticipated to result in a Single AwardIndefinite Delivery/Indefinite Quantity (IDIQ) Cost Plus Award Fee (CPAF) contract with a5-year effective ordering period. This synopsis shall serve as the pre-solicitation notice for the DRFP as well as theFinal RFP. The solicitation, amendments and attachments will be available over theInternet. These documents will reside on a World-Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/GSFCBusiness Opportunities page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=51.An electronic library will be made available for this procurement. Information foraccess will be forthcoming in a future amendment to the synopsis.A separate GSMO RFP Industry Day will be held approximately 1 week after release of thedraft RFP to address RFP topics.Please provide written comments regarding the DRFP and associated documents to B. Faye Johnson (Betty.F.Johnson@nasa.gov).An ombudsman has been appointed -- See NASA Specific Note "B".It is the Offerors responsibility to monitor the Internet site for the release of theDRFP, Final RFP, and amendments (if any). Potential Offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any).All contractual and technical questions must be submitted in writing (e-mail or FAX). Telephone questions will not be accepted.
