- Solicitation 09-223-SOL-00191 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal and is identified as FDA-09-223-SOL-00191. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. This requirement is a small business set-aside. The associated NAICS code is 56120 with a size standard of $35.5M. It is anticipated that the award will be made for a one (1) year base year and four (4) one year option contract periods. Prospective offerors are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. DESCRIPTION OF REQUIREMENTS: see attached Solicitation FDA 09-223-SOL-00191 and attachments. PERIOD OF PERFORMANCE: one base year and four (4) one year option Base period: January 1, 2010 through December 31, 2010. PAYMENT: 30 days after receipt of a proper invoice. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. You will need your Dun & Bradstreet number and banking information. ANTICIPATED AWARD DATE: The anticipated award date is by December 1, 2009; however, all dates in this announcement are subject to change. PROVISIONS and CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Items applies to this solicitation. An addendum is attached to this provision. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions, Commercial Items applies to this acquisition. An addendum is attached to this provision. The clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items applies to this acquisition. The following FAR clauses cited are applicable: FAR 52.219-9, FAR 52.222-3, FAR 52.222.19, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.225-1, FAR 52.225-5, FAR 52.225-13, FAR 52.232-33. Clauses and provisions are incorporated by reference and apply to this acquisition.
