Description
The National Park Service is seeking quotations for the recordation of 14 mine sites with 26 openings located in Joshua Tree National Park, CA. The purpose of the project work is to gather and record basic information about the specific historic mines/openings so Park management can make informed decisions regarding closures. Some of the Park's mines have been evaluated for National Register of Historic Places status and have been listed or determined eligible. Work conducted under this project will follow the level of recording outlined in a Programmatic Agreement in place for California national parks and will require the contractor to identify staging area(s) to best avoid impacts to the cultural resources at these mines, define the area of potential effect (APE) and produce a base recording of the mine openings and features in the immediate area. All fieldwork and draft site records for the first 7 mines identified in the Scope of Work must be completed by December 31, 2009. Joshua Tree National Park is located in Riverside and San Bernardino counties in southeastern California. The Scope of Work provided in the Request for Quotation (RFQ) contains the location of all 14 mine sites within the park. The study and conservation work shall be performed in accordance with the Scope of Work and under the authority and requirements of the Archeological Resources Protection Act of 1979, as amended (P.L. 96-95); the National Historic Preservation Act of 1966, as amended (P.L. 96-515); and other guidelines as identified within. Award selection will be made to the responsible offeror whose quotation represents the "best value" to the Government after consideration of technical capability and price. For the purpose of this acquisition, technical capability is more important than price. In addition to other criteria noted in the RFQ, the Contractor shall possess an advanced degree in anthropology and have considerable experience in that field of study. The offeror must be able to demonstrate that they have long-term experience recording historic mines, identifying APE's, and should have experience providing public land managing agencies with reliable and detailed documentation. The RFQ will be made available for download on or about October 15, 2009 at http://www.fbo.gov or directly from the Department of Interior site at http://ideasec.nbc.gov. Contractor's are responsible for periodically checking the site for any Amendments that may be issued prior to the closing date of the RFQ. This project is being funded through the American Recovery and Reinvestment Act (ARRA), and the contractor must meet all reporting requirements as described in FAR 52.204-11. The Contractor shall report the required information using the online reporting tool available at www.FederalReporting.gov. This acquisition is unrestricted. All responsible and qualified sources may submit a response which, if timely received, will be considered. The NPS welcomes the participation of small, minority, women, and disabled veteran owned business enterprises capable of fulfilling this requirement.
