Description
Center for Health Care Contracting, 2107 17th Street, Fort Sam Houston, Texas, 78234, intends to award a sole source contract to Applied Biosystems (AB) for 21 various AB reagents and supplies in support of 65 AB analyzers. The reagents and supplies must be equipment-specific for the various procedures for DNA identification. These include the following 3 reasons& 1. Needs to comply with other agencies. AFDIL is an American Society of Crime Laboratory Directors (ASCLD) accredited forensic lab, which means the FBIs Quality Assurance Document is followed. Based on accreditation adherence (section IV of the Master Operating Plan and the FBIs QAS document), all reagents and equipment must be developmentally validated by the company and internally validated by the laboratory as well as pass a stringent quality control before being released for casework 2. Not cost effective to switch. A cost analysis was conducted to determine the cost of testing and validating new reagents for AFDIL. Because continuity of service is paramount, validation of New Dye Terminator Chemistry System would require dual operations for 6-9 months (w/ additional staffing & equipment costing approximately $1.7M). The dual operations would include product testing, data analysis, trouble shooting, summary write-up, review, and SOP generation. An additional 3-6 month phased-in training of 47 staff members on new products after validation would also be required. 3. Warranty Requirements. IAW service manuals, the use of non AB reagents that deposit or cause to deposit residual matter in any AB instrument flow path may lead to instrument failure. This may require remedial repairs outside the maintenance agreement that may double or triplicate the price, and suspend DNA processing. Four current maintenance service contracts for these AB instruments are being administered in house: W81XWH07P0381, W81XWH06P0632, W81XWH07P0496 and W81K0409P0026. Period of Performance is 1 Nov 2009 30 September 2010 with one 12 month Option period through 30 Sep 2011. Task orders will be issued on an as needed basis. This requirement is for the Armed Forces Institute of Pathology in Washington D.C, 20306. The authority permitting other than full and open competition is the Test Program for Certain Commercial Items, FAR 13.501(a) (41 UU.S.C. 428a) Sole source justification (SAP greater than $100K), only one source reasonably available. A Justification and Approval for Other Than Full and Open Competition Justification was approved on 24 September 2009. Center for Health Care Contracting intends to award a sole source contract to Applied Biosystems for AB specific reagents and supplies under NAICS code 325413.
