Medical Center, Bronx, NY 10468-3904 POC: Bogdan Vaga Contracting Officer e-mail: bogdan.vaga@va.gov [Contracting Officer] DESCRIPTION: This is a100% Service-Disabled-Veteran-Owned-Small-Business-Set-Aside (SDVOSB)-Authority 38 USC 8127 (d), PL 109-461. This is for Recovery Act project. 630A4-09-413 Replace and Upgrade Light Fixtures @ NY Harbor Healthcare System, 800 Poly Place, Brooklyn, NY 11209 The following is the SOW for this project: A.ITEM I, Site Lighting Project Main Bid: 1.Removal of all existing campus parking lot pole light fixtures. 2.Provide all new "LED" parking lit pole light fixtures throughout campus parking lot. 3.Removal of all existing building exterior wall mounted light fixtures throughout campus. 4.Provide new (building exterior) wall mounted light fixtures throughout campus. 5.Removal of existing circuit wiring and conduits for main parking lot areas (in front and adjacent to buildings #1, #2, and #15). 6.Provide new circuit wiring and conduits for main parking lot areas (in front and adjacent to buildings #1, #2, and #15). 7.Provide new canopy lighting and lighting circuit at Building #1 main front entrance. 8.Provide new poles and light fixtures in rear of Building #2. 9.Removal of existing time clocks serving campus parking lot lighting and providing new photocells where indicated. 10.Provide new flagpole light fixtures. 11.Provide new light fixtures for main hospital signage (on main building #1). 12.Provide new GFI breakers for both new and existing lighting circuits in panel "G-604" in the OPC building as shown and noted on the drawings. Also provide new photocells for control of all new and existing lighting fixtures as shown and noted on the drawings. 13.OPC poles and fixtures must be accomplished first within 90 calendar days. Contractor is not allowed to proceed onto other part of the project until the OPC fixtures, conduit and feeder are completed and operational. Completion time is 180 calendar days. B.ALTERNATE NO.1 - All work described in Base Bid except delete the following: 1.Parking lot light fixtures in the rear of Building #1. 2.Time clocks and photocell for light fixtures in the rear of Building #1. 3.(Building exterior) wall mounted light fixtures on Buildings #1, #4, #14. Completion time is 120 calendar days. C.ALTERNATE NO. 2 - All work described in Base Bid except delete the following: 1.Parking lot light fixtures in the rear of Building #1. 2.Time clocks and photocell for light fixtures in the rear of Building #1. 3.(Building exterior) wall mounted light fixtures on Buildings #1, #4, #14. 4.Canopy light fixtures and circuiting. 5.Poles, light fixtures, and circuiting in rear of Building #2. 6.(Building Exterior) wall mounted light fixtures in rear of Building #2. 7.Flagpole light fixtures. 8.Time Clocks and photocell for Building #2 and #15. Completion time is 80 calendar days. Specifications & Drawings will be posted on line with the solicitation for your viewing & download. No copies of the specs & drawings will be sent from this office, if requested. You have access to them at this free site https://www.fbo.gov. The solicitation will be posted on FedBizOpps. The project magnitude range is $250,000-$500,000. The North American Industry Classification Code (NAICS) for this procurement is 236220; size standard $33.5 Million. The time for completion is 180 calendar days after Notice to Proceed for the Base Bid. The solicitation will be issued and posted on or about November 3, 2009. The bidder is responsible for monitoring and downloading any amendments from FedBizOpps, https://www.fbo.gov that may be issued to this solicitation. There may be a pre-construction conference held for this project, if so all prospective bidders are encouraged to attend. Details of any pre-construction conference will be included in the solicitation package. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC8127(d), this construction project is set-aside for Service-Disabled-Veteran-Owned Small Business (SDVOSBs). All prospective contractors must be registered on the VetBiz website,http://www.vetbiz.gov, to be considered for award. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, VAAR 802.101 VetBiz Registration, prospective firms must be registered in Central Contractor Registration (CCR) and in the VetBiz databases prior to award as a SDVOSB firm, and must have current record in the Online Representations and Certifications Application (ORCA) prior to bid opening.
