Description
This contract action was accomplished using other than competitive procedures because there is only one responsible source as this is a follow-on contract, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. Justification and Approval for Other Than Full and Open Competition Program/Equipment: The Department of Combat Medic Training (DCMT) and the U.S. Army Emergency Medical Services (EMS) Program Management Office requires non-personal services to provide for processing of Emergency Medical Technicians (EMT) application packages for national certification. Authority: 10 United States Code (USC) 2304(c)(1) as provided for in the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Amount: $5,417,230.00. 1. Contracting Activity: Center for Health Care Contracting, MEDCOM Health Care Acquisition Activity, 2107 17th St., Bldg 4197, Ste 68, Fort Sam Houston, TX 78234-5068. 2. Description of Action: Approval is requested to award a follow-on contract for Emergency Medical Technicians (EMT) certification and recertification for the Department of Combat Medic Training (DCMT) and the U.S. Army Emergency Medical Services (EMS) Program Management Office. Type of contract anticipated is an IDIQ using DHP funds. 3. Description of Supplies/Services: The objective is to provide Armys DCMT and EMS personnel with the services necessary to process application package requests. The contractor shall provide all appropriate administrative support, specific printed material and grade sheets, as required, to process the application and certification packages. The process shall include grading the written or computer tests, establishing a certificate number, issuing a certificate, wallet card, and a shoulder patch. The contractor shall track and remind individuals to be recertified and process recertification packages. The total estimated cost for a base year plus four, 1-year options and a six month extension is $5,417,230.00. 4. Authority Cited: The statutory authority permitting other than full and open competition is 10 United States Code (USC) 2304(c)(1) as provided for in the Federal Acquisition Regulation (FAR) 6.302-1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 5. Reason for Authority Cited: In accordance with Chapter 4, Paragraph 4-3a (2)(a) Army Regulation (AR) 40-68 standards, US Army MOS 68W for Emergency Medical Training, are required to obtain and maintain certification by the National Registry of Emergency Medical Technicians (NREMT). Periodic recertification as established by the NREMT is mandatory. Period of Performance: Base + four 1-year options and six months extension. 6. Efforts to Obtain Competition: The incumbent has been performing the requirement and is the only source accredited by the National Commission for Certifying Agencies and its exams are used as the sole basis for certification at one or more levels. This requirement will be synopsized as a sole source procurement in FedBizOpps; however, any proposals received will be considered. 7. Actions to Increase Competition: Due to the specific nature of the requirement outlined in AR 40-68, no further action to increase competition is contemplated. The requiring activity will continue to monitor the market for this type of service and keep current on AR 40-68 updates concerning this policy. If additional sources are later authorized to provide the national registry indicated by agency regulations, future requirements will be included in any subsequent competitive acquisitions. 8. Market Research: Market research was conducted using the http://dsbs.sba.gov website. It was conducted to confirm that the National Registry of Emergency Medical Technicians is the only agency offering national registry and is the required source according to AR 40-68. The requirement is so specific in nature, it precludes any other source from performing the service. 9. Interested Sources: To date, no other sources have written to express an interest. Therefore, proposed contractor's address is National Registry of Emergency Medical Technicians (Inc), 6610 Busch Blvd, Ste 200, Columbus, OH 43229-1751, will be notified. The requirement will be posted in FedBizOpps, any proposals received will be considered. 10. Other Facts: a. Procurement history. The current contract, W81K04-04-D-0022, was awarded on a sole source basis under the authority 10 United States Code (USC) 2304(c)(1) as provided for in the Federal Acquisition Regulation (FAR) 6.302-2(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. To NREMT on 1 October 2004 for a base year plus four 1-year options and expires 30 September 2009. b. Actions to increase competition will continue to researched but under the strict guidelines of AR 40-68 outlined in the referenced regulations, no other competition is anticipated unless it is rescinded. The requirement will be awarded a sole-source to NREMT.
