Description
In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" This Sources Sought (SS) Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Requirement: The Department of Veterans Affairs, National Energy Business Center (VA-NEBC) is seeking to fulfill the mandated federal agency energy management requirements of utility metering installation as stated in the Energy Policy Act of 2005 (EPAct2005), Executive Order (EO) 13423 "Strengthening Federal Environmental, Energy and Transportation Management" (January 2007), and the Energy Independence and Security Act of 2007 (EISA 2007). The VA-NEBC is seeking potential sources to install non-electric meters to include (water, steam, natural gas, chilled water and heating hot water from central plant). The Metering installation must include all equipment, tools, materials, travel, and supplies to install the meters and make fully operational), testing, and training of the Metering System and software. The Metering installation shall be fully integrated and functional with the VA web-based remote monitoring system that was installed with the Pilot Meter Project. The specific objectives of the Utility Metering program are to: 1.Be expandable and open protocol - capable of accepting any manufacturer's meters that meets standard industry protocol, and compatible with VA web based remote monitoring system. 2.Be user-friendly and easy-to-expand and update by local medical center staff - training to be provided if necessary. 3.Encompass a full service solution that permits data to be reported to a data aggregation and analysis system function and accessed at the local, network administration and corporate levels. This project will take place at the Veterans Integrated Service Network (VISN) 1 through 23, except VISN 10 (VA Healthcare System of Ohio) and VISN 22 (Desert Pacific Healthcare Network) and all regions for the Veterans Benefits Administrations (VBA) and National Cemetery Administrations (NCA). This equates to approximately 153 medical centers and various VBA and NCA sites nationwide. VA's inventory includes over 5,000 owned buildings and about 150 million gross square feet nationwide. It is the goal of the VA-NEBC to perform this requirement as either a design-bid-build or design-build construction contract depending on whether or not full specifications and drawings will be available. It is planned to issue approximately 20 separate solicitations (one per VISN) resulting in approximately 20 subsequent awards. The target date for award is between July and September of 2010. NAICS 236220 (size standard $33.5 million) applies Submittal information required: Respondents shall provide a general capabilities statement to address the following information: 1.Please provide no more than five (5) contracts that your company has performed as a prime contractor for this same or similar requirement and of comparable size, complexity and scope in the last three (3) years. Please provide both design-bid-build and design-build experience. Please be specific and provide a complete reference to include at a minimum the project name, contract award amount, building use (e.g., medical facility), start and completion dates, and the project owners' contact information as this person may be contacted for further information. 2.Please identify your company's number of years in business; affiliate information, parent company, and joint venture partners. 3.Respondents shall provide the company's resumes, not to exceed two (2) pages each for key personnel that would be involved in the project and their respective roles. 4.Please state which VISN (s) your company is interested in proposing / bidding on as there will be one award per VISN. Please see the following site for a VISN / facilities locator: http://www2.va.gov/directory/guide/home.asp?isflash=1 5.Provide company business size as designated by the NAICS association and the U.S. Small business Administration and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.). 6.Provide the prime contractor's available bonding capacity in calendar year 2010. Please include a letter of intent from your bonding company with this submission to specifically address bonding for both design-bid-build and design-build if possible. Please note that the magnitude of construction is expected to be between $5,000,000 and $10,000,000. Please note that the purpose of this sources sought is to identify qualified contractor's that would be interested in proposing / bidding on this project for each VISN (s). The results from this announcement will assist the VA in making procurement decisions such as set-aside determinations and analyzing company experience / capability to perform either design-bid-build or design-build construction. It is requested that interested contractors submit a response (electronic submission) of no more than 5 pages in length, single spaced, 12 point font minimum that addresses the above information. Please note that hard copies will not be accepted. Please also include a cover page which includes, at a minimum, the company's name, address, Dunn & Bradstreet number, socio-economic status, point-of-contact name, phone number, and e-mail address. Responses must include the SS number and project title in the subject line of their e-mail response. Submissions (responses) are preferred no later than October 21, 2009 at 4:30 P.M., Eastern Standard Time (EST); however they will be accepted as late as October 26, 2009 at 4:30 P.M., Eastern Standard Time (EST). Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOps at https://www.fbo.gov. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. Respondents will not be notified of the results of the evaluation. The Government reserves the right to consider a small business, SDVOSB, VOSB or 8(a) set-aside based on responses hereto.
