G, Santa Barbara, CA 93101-3126 for Speaker/Author Mr. Mark Samuel to provide a unique perspective on organizational leadership accountability from his book entitled, "The accountability Revolution: Achieve Breakthrough Results in Half the Time". Mr. Samuels also offers a unique guide and framework to achieve this accountability that is not available from other sources. It is his uniqueness in approach that justifies the need to acquire his service to instruct OI&T Leadership on the benefits of organizational accountability. NAICS Code 711410, Size Standard $6.5 million applies to this procurement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for quotations. Interested parties who believe they can meet this requirement must submit information about their capabilities no later than 4:00 PM EST, 20 October 2009 to Melissa Maloy, 202-461-0787; melissa.maloy@va.gov. All information shall be furnished at no cost or obligation to the Government. This award will be made using simplified acquisition procedures. No solicitation will be made available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Telephone inquiries will not be accepted. THAN FULL AND OPEN COMPETITION Upon the basis of the following justification, I hereby approve the issuance of the contractual action described below using other than full and open competition, pursuant to the authority FAR 6.302-1 and 41 U.S.C. 253(c)(1). 1. Contracting Activity Department of Veterans Affairs Center for Acquisition Innovation (CAI) 7485 New Horizon Way Frederick, MD 21703 2. Nature and/or description of the action being approved: The Department of Veterans Affairs, Center for Acquisition Innovation (CAI) plans to contract w;th the training firm, Big Speak: for Speaker/Author Mr. Mark Samuel to provide a unique perspective on organizational leadership accountability from his book entitled, "The accountability Revolution: Achieve Breakthrough Results in Half the Time". Mr. Samuels also offers a unique guide and framework to achieve this accountability that is not available from other sources. It is his uniqueness in approach that justifies the need to acquire his service to instruct OI&T Leadership on the benefits of organizational accountability. 3. Description of Service and Supplies: VA Leadership Accountability on a sote source basis for a one day 01& T conference to be held on November 4, 2009, for a Firm Fixed price of $11,930.00. The objective of this purchase order is to utilize the expertise of Mr. Mark Samuel, as discussed in his book on "Accountability." Mr. Samuel offers a unique perspective not available from other sources. He is a nationally acclaimed author of the accountability revolution. He teaches organizations and Leaders how to thrive through results-oriented management based upon the practice of accountability. Mr. Samuel will lead the session through action and presentation that will result in outcomes including a greater sense of fulfillment and personal value, realizing that, through the Leader's efforts, they are personally making a contribution toward achieving their organization's vision and objectives. Mr. Samuel's expertise includes similar successes with teaching at: United States Navy, Dura Pharmaceuticals, The University of Califomia, Chevron, and Hewlett-Packard, as well as organizations in Canada and Europe. 4. Statutory Authority: FAR 6.302-1 and 41 U.S.C. 253(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. to instruct 01& T leadership on the benefits of organizational accountability. The uniqueness of his approach to accountability is not available from other firms based on our market research. Several other firms were approached and contacted and they did not have the unique approach we are looking for. b.Other circumstances that require our contracting with Big Speak is the availability of an Accountability Speaker. Mr. Samuels is available for the date required, November 4, 2009. This particular Speaker has the ability to deliver expected ideas, thoughts, and best practices on "Accountability for Leaders". He has published six books on leadership, and the most recent covers habits of pelformance execution and how to increase accountability in communications, planning change efforts, and dealing with the ''wall of fear" when facing major challenges. The Speaker will coach the VA Leaders on understanding the value and importance of accountability and tools they can apply with their teams and direct reports. 6. Efforts to Solicit Potential Sources; Market Research Conducted; and Sources which expressed interest in writing: Other sources were contacted but the approach and material that they offered was not what the VA requires at this time. 7. Determination of Fair and Reasonable. The Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable based on historical data, price analysts, and negotiations. 8. Other Supporting Data: Due to the fact that Mr. Samuels's workshops are based on his copyrighted material and books, no other source will satisfy the VA's requirement. 9. Barriers to competition for subsequent acquisitions: As future requirements become available, competition will be sought. Certification The information contained in this justification for other than full and open competition is certified accurate and complete to the best of my knowledge and belief.
