- THIS IS A MARKET SURVEY. THIS IS NOT A SOLICIATION OR RQUEST FOR PROPOSAL AND DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD. RESPONSES TO THIS MARKET SURVEY SHALL BE FOR INFORMATION PURPOSES ONLY, WHICH WILL BE USED TO ASSIST THE NIH TO DETERMINE IF QUALIFIED SMALL BUSINESSES ARE AVAILABLE TO WARRANT SETTING ASIDE THIS ACQUISITION FOR SMALL BUSINESS. The National Institute of Health (NIH) is contemplating awarding a multiple award Commissioning Services Contract. The purpose of this Sources Sought Synopsis is to determine interest and capability of potential qualified small businesses with North American Industry Classification Code (NAICS) 236220 - Commercial and Institutional Building Construction. The selected contractors must exhibit demonstrated experience, capability and resources enabling them to plan and execute Commissioning Services for architectural and engineering projects of various size and complexity, for various rooms in various NIH buildings at Bethesda, Maryland and other satellite locations in Washington DC area. The contract vehicle for this service is anticipated to be a Firm Fixed Price Indefinite Delivery Indefinite Quantity contract. This procurement will cover duration of five years and the total contracts awarded including all option years will not exceed $50M. The Government intends to award Multiple Award IDIQ contract with a minimum guarantee of $2,500.00 inclusive of all five years, for each contractor. Under this process, the Government will award to the most highly qualified commissioning service firms with whom it can negotiate a fair and reasonable price. All applicable services shall be performed as directed by authorized Government personnel. The Contractors will be responsible for providing single and multi-project commissioning services described below in the Scope of Services. The Government will not pay for any material provided in response to this market survey nor return the data provided. This is NOT a request for proposal and does not constitute any commitment by the National Institutes of Health (NIH). Responses to this sources sought notice will be used by the NIH to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. SCOPE OF SERVICES: The following examples are projects that may be issued to the Contractor for performance. The limited descriptions are provided merely to indicate diversity of anticipated work and as such, shall be regarded solely as examples, not as actual work to be performed under this contract. The Contractor Commissioning Services include; • Coordinate with the Architect and Engineer (AE) hired by NIH for design and construction administration services for this project. • Develop a Building Information Modeling (BIM) Plan to discuss development of design from inception throughout complete Construction Document in BIM. It shall also include requirements for Construction Phase and development of As-Built BIM and updating BIM during construction, and ultimately delivery As-Built BIM. • Commissioning Agent shall be responsible to monitor progress and quality of BIM from start through complete construction and as-built delivery of BIM • Understanding of NIH Design Requirement Manual (DRM) • Understanding of Basis of Design • Providing commissioning requirements to be incorporated into the project specifications • Conducting commissioning design reviews at all phases of design during the design process • Back-check the design review comments in the subsequent design submission. • Developing and implementing a commissioning plan. • Reviewing contractor's construction submittals for equipment and components that relate to the systems being commissioned for compliance with NIH's Project Requirements, DRM and Basis of Design • Verifying the proper installation and performance of the commissioned systems • Developing a systems manual for the systems being commissioned • Verifying that the specified training requirements for operating personnel and building occupants are completed • Prepare a plan for resolution of outstanding commissioning related issues. • Providing a summary commissioning report • Reviewing building operation within ten months of substantial completion with Operating and Maintenance Staff • Commissioning of Bio-safety Level 2 and 3 Laboratory equipment including fume hoods. SUBMISSION OF STATEMENTS OF QUALIFICATIONS: Commissioning firms with an interest in being considered for this services contract must submit the required statements of qualifications. Statement of Qualifications shall not exceed 35 single sided pages of 8/12x11 - size paper and shall highlight the following: (1) Company information to include name, address, telephone number, small business category (i.e. 8(a), SDVOSB), relevant NAICS Code, Duns Number; (2) Describe the organization structure to include Key Personnel information and their relevance to the task described; (3) Highlight relevant experience relating to the tasks described above - Describe scope and nature of at least three (3) of the most current or completed relevant projects to include beginning and ending contract price, beginning and ending date of the project, customer name and point of contact, indicate if you are/were the prime or sub-contractor; (4) Summary of current contract activities/commitments; (5) Summary of Building Information Modeling experience during construction and for constructability reviews and for incorporating Commissioning reports and results into BIM Revit file (6) Describe your firm's ability to link to sufficient local labor and resources to accomplish work of this nature; (7) Describe your firm's ability to manage simultaneous work efforts; (8) Describe your access to capital resources/funding to undertake work of similar scope to that which is contemplated. Additionally, brochures or other pre-printed material may be submitted with a desired not to exceed 30 pages. Firms shall submit an original and one (1) copy.
