Description
The Department of the Army, Corps of Engineers, New York District is issuing this Sources Sought Notice as part of market research to identify potential small business manufacturers or kit processors as sources for the purchase of Commercial Off the Self (COTS) office furniture products. The Buy American Act applies to this requirement. FAR 25.101 states in general that (a) The Buy American Act restricts the purchase of supplies that are not domestic end products. For manufactured end products, the Buy American Act uses a two-part test to define a domestic end product. (1) The article must be manufactured in the United States; and (2) The cost of domestic components must exceed 50 percent of the cost of all the components. In accordance with 41 U.S.C. 431, this component test of the Buy American Act has been waived for acquisitions of COTS items (see 12.505(a)). (b) The Buy American Act applies to small business set-asides. A manufactured product of a small business concern is a U.S.-made end product, but is not a domestic end product unless it meets the component test in paragraph (a)(2) of this section This synopsis is for planning purposes only and is issued in accordance with FAR Clause 52.215-3. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this synopsis, and responses to this notice cannot be accepted as offers. The applicable NAICS code is 337214 and the Size Standard is 500 employees. Based on the response to this Sources Sought and other market research conducted, the Army Corps of Engineers will decide if any separable part or the entire requirement will be set-aside for Small Businesses under the size standard for the NAICS and/or specific small business programs 8(a) Program, HUBZone Small Business, or Service Disabled Veteran Owned Small Businesses), or Full and Open Competition. Below is the description of the services required: REQUIRED PRODUCTS: Workstation, executive office furniture, task chair seating for the BRAC #133 facility located in Alexandria, Virginia, which will house over 1.8 million square feet of administrative office space to accommodate approximately 6600 personnel and their work. The facility will be shared by a number of Federal Agencies that are serviced by Washington Headquarters Services (WHS), the agency responsible for implementing BRAC 2005 Recommendation #133. The statutory deadline for the movement of personnel is 15 September 2011, and the first phase of furniture move-in is December 2010. The facility will be LEED Gold Certified. The workstation furniture and task chair is a collection of furniture pieces (a kit of parts) that work together to define individual work spaces based on DoD standards described in DoDI 5303.5. There will be two general sizes of workstations, a 90 square foot and a 60 square foot. The 90 square foot station consists of the following kit of parts: Primary work surface fixed height 30d X 90w with a keyboard and C leg Secondary peninsula fixed 24d x 30w with C leg 12 high x 66w modesty panel 90w x 34h privacy solid panel (52AFF) (2) 12 x 60 fully enclosed lockable overhead storage (1) 12 x 60 open overhead storage 2 door / 2 drawer storage tower BBF storage file 36 square corner table top with star base. Task light LED fixture The 60 square foot station consists of the following kit of parts: Primary work surface fixed height 30 X 90 with a keyboard and C leg Secondary work surface 24d x 90w with C leg 12 high x 66w modesty panel, a 90w x 34h privacy solid panel (52AFF) (1) 12 x 60 fully enclosed lockable overhead storage (1) 12 x 60 open overhead storage 2 door / 2 drawer storage tower BBF storage file 36 square corner table top with star base. Task light LED fixture The work stations listed above may vary in size in limited locations throughout the office layouts. Workstations must have an option for a reception transaction ledge and should have the option to be produced with wood accents and features. The task chair for typical workstations should have the following criteria: Tilt, Tilt lock, lumbar support, upholstered seat, mesh back, adjustable arms with soft arm caps, pneumatic seat height adjustments, passive seat edge angle, seat depth adjustable, seat width adjustable - seat width 26 to 28 (note if fixed and 26 provide adjustable arm width), hard composition, dual-wheel casters. Offices ranging from 400 to 600 sf will be wood veneered desk, tables, coat closet, cabinet credenza and book case (bookcase to have glass doors). Executive task chairs to match criteria of work station task chair plus head rest and flip up pillow option and fabric or leather seat and back option. Firms responding to this notice must identify their companys capabilities to produce office furniture and task chair quantities ranging from: Offices 100 to 300 sf 100 to 250 251 to 500 501 to 1,000 Offices 400 to 600 sf 1 to 50 50 to 100 Reception areas will range in size from a 2 to an 8 person seating arrangement. The reception areas seating 2, 4, & 6 persons will include side chairs and an occasional table. The 8 person reception seating will include side chairs, a sofa and an occasional wood / glass table. The side chairs and sofa will be a fully upholstered lounge chair with a foot base. In addition, provide: 1.Company name, address, and DUNS number 2.Size status, Small Business under the size standard for the NAICS and/or 8(a) and U. S. Small Business Administration Small Disadvantaged Business certified, (including Alaska Native Corporation (ANC) and Indian Tribes), HUBZone Small Business certified, or Service Disabled Veteran Owned Small Business. 3.Country where the furniture products are manufactured. If the products are manufactured in more than one country, please provide the breakdown percentage and country. For example, 71% China, 29% USA 4.Country where the components of the furniture products manufactured and assembled. If the components are from different countries, please provide the breakdown by percentage and country. For example, 95% Indonesia, 5% USA. 5.Company point of contact, telephone number, fax number and e-mail addresses. Responses are due 21 days after posting of this sources sought on the 3rd of November 2009. The preferred method of response is via email.
