Description
The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to make award for the provision of Radiologic Technician services on behalf of the Federal Prison Camp, Duluth, Minnesota. Faith-based and Community-based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The anticipated date of award will be approximately November 5, 2009. The contract performance period is anticipated to consist of a base year from effective date of award through 12 months from effective date of award, and will include four, 12-month option years for renewal. A session is defined as one hour. The contractor shall provide 4 sessions per day, one day per week, excluding Federal Holidays. Work hours will generally be from 7:30 a.m. to 4:00 p.m. These hours may be adjusted to meet the needs of the Federal Prison Camp, Duluth. The contractor shall not exceed 4 hours per week. Due to the nature of the correctional setting, delays in performance of work may be expected. Such delays may include, but are not limited to, inclement weather or security related issues. The contract employee shall be fully licensed to perform radiological procedures by the American Registry of Radiology Technologist. Background clearance packets submitted by potential contractor employees shall be accompanied by a certified or photostatic copy of their current license. The Contractor must be Cardio-Pulmonary Resuscitation certified, in accordance with the American Red Cross of American Heart Association. The contractor must possess and submit with their quotation, evidentiary documentation of their certification. In the case of a company, the qualified individual selected to perform these services on behalf of the contractor must be identified at the time the quotation is submitted. The Government will make an award to the responsible quoter whose submission conforms to this solicitation, and is considered most advantageous to the Government, considering pricing factors only. The contractor shall provide the following Radiology Technician services which include, but are not limited to, the items listed below. Therefore, the contractor shall be capable of performing any and all radiology procedures needed without any technical support. The current radiological equipment provided at the FPC is an analog machine, however, the acquisition of digital equipment is in process. Knowledge of digital equipment is preferred but not required. Perform routine radiologic procedures ordered by the medical staff for the inmate population at the Federal Prison Camp, Duluth. Work with an inmate population from a variety of cultural, racial, religious and ethnic backgrounds. Evaluate radiographic equipment for calibrations and repairs. Possess knowledge of basic emergency situations that may occur during special radiographic procedures. Schedule exams and maintain records. Possess knowledge of various pathological abnormalities as demonstrated by radiographic imaging. Independently assess and select technical exposure factors and positions necessary to obtain a proper quality diagnostic exam. Receive patients and explain procedures to alleviate undue anxiety. Independently perform all radiographic procedures; i.e., chest, bone, skull, spines, and portable x-rays, etc. Notify Radiologist, or referring Physician of any preliminary abnormalities seen while patient is undergoing an exam, so that additional views, or exams can be ordered if needed. Coordinate transfer of patient radiologic records to ensure continuity of care. Work with Clinical Director to ensure monitoring and evaluation activities are completed. Act as liaison between radiologist and medical staff. Receive training and orientation and comply with correctional techniques as they pertain to medical services. Develop a working knowledge of the Federal Prison Camp, Duluth medical protocols. Wear outer protective clothing and obey CDC universal precautions at all times. Function in other duties commensurate of a Radiological Technician. Computerization and printing of daily log; Computerization and printing of exam requisitions; Printing of all folder and exam labels; Completing of all x-ray studies ordered by the medical staff; Preparing x-rays for shipment to the radiologist for interpretation; Assisting the staff with maintenance of equipment and supplies, and notifying staff when supplies are needed; Conducting quality assurance tests and daily maintenance on x-ray equipment as needed; Assisting with FDA inspections and preparation for JCA and program review as needed; Assuring that all x-ray requests are completed properly; and Computerization of patient logs and repeat analysis. The solicitation will be made available on or about October 9, 2009 and will be distributed solely through the General Service Administrations Federal Business Opportunities website at http://www.fedbizopps.gov/. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The solicitation is a total small business setaside. The North American Industry Classification System code for this solicitation is 621399, with a size standard of $7.0 million. The anticipated date for receipt of quotes is October 26, 2009; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. All responsible sources may submit a quote which will be considered.
