- Under Statutory Authority 41 USC 253 (2) (1) the Government anticipates entering into sole source acquisition negotiations for two part-time chaplains as follows: Rev. Carl Bassett for one (1) Lutheran Chaplain; and Rev James Wright for one (1) Protestant Chaplain. This acquisition is for the Edward Hines VA Hospital, Hines, IL and covers the period of November 1, 2009 through October 31, 2010. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by services available from one source, approved through the National Chaplain Service. This contract action is for services which the Government intends to solicit and negotiate with only one source under FAR 6.302.1. This notice of intent is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. No solicitation document is available.
