- Montana Army National Guard W9124V-10-T-4003 Request For Quote for Language and Cultural Training For Deploying Soldiers 15 Oct 2009 30 September 2010 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The NAICS code is 541930 and size standard is less than $7.0 million. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, Effective 1 June 2008 & Class Deviation 2005-00001. PERFORMANCE WORK STATEMENT 1. Background The Montana Army National Guard desires soldiers deployed to overseas theaters of operation to arrive on station with the ability to understand and enunciate certain indigenous words and phrases, and a basic understanding of the relevant historical and cultural aspects of the area which may impact the success of the units mission. The Montana Army National Guard is not resourced with linguists or cultural subject matter experts capable of providing this training and so desires to outsource this training to qualified linguist and cultural experts. 2. Description of Services The contractor will furnish instructors capable of providing the following cultural and language training to soldiers: Cultural training, which must focus on skills relevant to everyday situations and must include: -Non-verbal gestures -Norms of politeness and etiquette -Verbal and non-verbal ways of showing respect -An overview of the areas geography -A brief, but relevant, synopsis of the areas historical: oPolitics oCulture oReligion oEconomics oAgriculture oMilitary Language training, which must include the following fifteen required phrases: - What direction? - Stop! - Hands up! - Drop your weapons! - Stop your vehicle - Show me your identification card - Do you have any weapons? - Do you need medical attention? - What is your name? - Let me search your car - Excuse me / Im sorry - Do you need help? - Do you understand? - Put your weapon down - You may leave And may include the following optional phrases if time permits: - Hello - Good-bye - Thank you - You are welcome - Yes - No - Right - Left - Faster - Slower - Numbers 1-10 3. Requirements for Instructors The contractor must provide instructors capable of teaching lessons in Arabic, Dari, or Pashtun to an average class size of 130 soldiers; although in some circumstances classes may be as small as twenty. The contractor will, if possible, be given 14 days notice of which language will be taught. The lessons must include a brief oral practical exercise to ensure that students have a good grasp of the fifteen phrases plus the other phrases addressed in this contract. 4. Deliverables The contractor will provide at least two instructors per training session. The contractor will provide at least one thousand training scenario discs prior to 31 December 2009 that may be distributed to deploying soldiers. These discs must contain all of the above required phrases in MP3 format, with as many of the optional phrases as possible. The contractor must provide one copy of a written examination, with one copy of an answer key, for each block of instruction that tests the cultural concepts (not language skills) in the instruction. The exam should be open book and take no longer than one hour to complete. 5. Schedule of Events The contractor will provide twenty-four hours of language and cultural training at various locations throughout Montana on IDT weekends. Tentative dates and required instructor hours for these training weekends are: Month DateHours November 6-8Butte, MT24 November 13-15Missoula, MT24 January 22-24Belgrade, MT24 February 19-21Missoula, MT24 Each weekend training will consist of three 8-hour blocks of instruction on Friday, Saturday, and Sunday, respectively. Additional instruction, including refresher training, may be scheduled based on the units availability. 6. Reimbursable Expenses The contractor will be reimbursed for its firm fixed hourly rate for professional services based on the above projected schedule, and a firm fixed price for all other associated expenses based on federal per diem rates for travel and lodging to the noted locations. The contractor should include in its quote an hourly rate that will be used to reimburse for any service request not already described in this agreement. 7. Source Selection Criteria In accordance with DFAR 52.212-2, Evaluation of Commercial Items (January 1999), the Government will award a contract resulting from this solicitation to the vendor whose responsive offer to the solicitation represents the best value to the Government. The best value determination will be made by evaluating the contractors offer in the three areas of Technical Evaluation Factors, Past Performance and Price. The Technical Evaluation Factors, in descending order of importance, are: 1. The contractors ability to meet the requirements in Paragraphs #2 and #3 of the PWS. 2. The contractors ability to prepare the deliverables in paragraph #4 of the PWS. The Past Performance Evaluation Factors are: 1. The contractors experience with cultures and languages being taught. 2. The contractors experience with teaching a military population. 3. The contractors knowledge and experience with military lifestyle and culture. The past performance evaluation factor shall consider the specific experience of instructors as evidenced by their resumes. The Price Evaluation Factor. Of the three evaluation factors listed above, the weighted scores for each category shall be: Technical Evaluation Factors, 25%; Past Performance Evaluation Factors, 25%; Price Evaluation Factor: 50% Note that all evaluation factors other than price, when combined, are approximately equal to price in the overall evaluation for source selection. Submitted quotes must include the resumes for each instructor who will be assigned to this contract and three references. The resumes will be used to evaluate the technical and past performance factors. Post-award staff substitutions are not desired and will be permitted only with the consent of the Montana Guard who, in its sole judgment, will determine acceptability of proposed substitutes. If no proposed substitute instructor is deemed acceptable by the Montana National Guard this contract may, at the Montana Guards option, be terminated for convenience. In such case, the requirement will be re-solicited and no termination payment will be made. 8. Additional Information COR: The Contracting Office shall appoint a COR to assist in the administration of this contract and its associated Quality Assurance Surveillance Plan. Quality Assurance: The contractor shall adopt a quality assurance program that monitors all service activities to ensure contract compliance. The government will monitor the contractors performance in accordance with the Quality Assurance Surveillance Plan. The QASP is attached. Invoicing and Payment: This contract will have separate CLINs for each teaching event. A separate invoice may be submitted for each CLIN for which separate payment will be made. Advance payments for services will not be made. Final payment, after the last IDT weekend of the year, will be authorized only after all services, including submission of the one thousand training discs, are complete. Federal Funding: Funds are not presently available for this acquisition. INTRODUCTION 1.1This Quality Assurance Surveillance Plan (QASP) has been developed and designed by the Contracting Officers Representatives (CORs) at Fort Harrison, MT for the Language and Cultural Training Contract. This contract is administered through the J3 Mobilization Readiness Office and the Pre-Mobilization Training Assistance Element at Fort Harrison Montana and is designed to provide language and cultural training to our Deploying Expeditionary Force units in Montana to meet pre-mobilization requirements. 1.2A combination of methods for inspection will be used to evaluate overall performance of this contract. They are: "Observe at least one training event to ensure that the soldiers after a particular training event have the ability to enunciate the fifteen required phrases at the completion of the twenty-four hours of training they will receive satisfying the commanders guidance on how to measure this particular task. "Observe at least one written examination to ensure that students have grasped the basic concepts associated with cultural awareness training, basic geography of the area, history and political, military, cultural, religious, and economic conditions in Iraq and if needed, Afghanistan. "Observe at least one of the training periods the courses and ensure that all important points described in the performance of work statement are met. "Observe at least one refresher event, if scheduled, to ensure the commanders intent is met. "Ensure that 1,000 training discs are delivered to the units NLT 31 December 2009 and that if possible I-POD/MP3 lessons are delivered by that time. 1.1The objective of this Surveillance Plan is to evaluate provider compliance with contractor task summary requirements outlined in the 2010 Performance-Based Statement of Work for Language and Cultural Training.
