- NASA/Goddard Space Flight Center intends to negotiate a sole-source contract withLockheed Martin Space Systems Company (LMSSC) of Palo Alto, CA for the acquisition ofengineering support services and materials related to the refurbishment, modification andrecalibration the Earth Polychromatic Imaging Camera (EPIC) for the Deep Space ClimateObserver (DSCOVR) mission. The EPIC instrument is a 10 channel camera designed for atmospheric science observationsof the entire sunlit side of the earth from the first LaGrange point. The EPICmodification and refurbishment task will require the procurement and modification ofspecialized optical elements, modification and operation of computing equipment andpurchases of other items. The services will include optical design to evaluate changesin optical performance which will be gained by modifying the optical elements and thedetector mounting. Optical design and performance analysis of a new filter to replacethe existing 393nm filter will also be included. Electrical engineering and computingservices will be required to reestablish the Electrical Ground Support Equipment neededto operate the instrument. Specialized testing and calibration activities shall also beincluded in this task as the instrument will need to be requalified for space flight andtested to ensure it meets the science requirements.LMSSC originally designed, built and tested the EPIC instrument. LMSSC employsindividuals who were associated with the original design, build and test of theinstrument. The knowledge these individuals solely possess is essential to performingthe instrument disassembly, modifications, reintegration and the functional testing andcalibration of the instrument. No other organization has the knowledge of the EPICinstrument to enable a timely and cost effective refurbishment of the instrument.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon October 21, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
