Description
The Technology Applications Contracting Office (TAKO) is conducting this industry survey market survey to determine the available standardized data products that may have been or will be derived from native format high resolution data from a variety of sources that can then be used to create a suite of standard elevation product layers. This Request for Information (RFI) briefly describes the United States Army Special Operations Command's (USASOC) Technology Applications Program Office (TAPO) concept for the use of highly accurate topographic Digital Elevation Models (DEM) used in the generation and presentation of two-dimensional and three-dimensional geo-referenced terrain data in rotary wing cockpits. Although this elevation data is typically used for mission planning and terrain modeling, it is the intent of the TAPO to use the data in its Situational Awareness for Emergency Aircraft Instrument Recovery (SAFEAIR) program. The program office is seeking information regarding standardized data products that may have been, or will be derived from native format high resolution data from a variety of sources that can then be used to create a suite of standard elevation product layers. It is intended that these products will provide for a uniform, orthogonal grid-based geospatial elevation topographic model for a wide range of geospatial resolutions. Although the National Geospatial-Intelligence Agency (NGA) has produced a product specification that describes the data content, structure, and metadata requirements required to create a suite of raster elevation data products, it is in draft form. It is the program office's intent that any product suitable for use in the SAFAIR program be compatible, in as much as possible, with this draft specification (High Resolution Elevation Product Specification, Version 0.9 DRAFT - September 2008). Information gathered from vendors to this RFI will be used to help refine USASOC SAFEAIR performance requirements. Although the information provided in this RFI may change, the Government is under no obligation to revise any aspect of this RFI. The Government will provide any additional information and issue any additional requests for information at its sole discretion via the FedBizOpps website only. Responses are due not later than 06 November 2009 to Mr. Jack Shifflett, Contract Specialist, at jack.shifflett@us.army.mil in MS Word or PDF format by 4:30 pm Eastern Standard Time. Responses must be relevant, succinct, and to the point. The government recommends your responses should not exceed 20 pages in length. Questions may be forwarded to Mr. Shifflett at the email address only. This RFI does not constitute an invitation for bids, a request for proposal, a solicitation, a request for quote, or any indication that the government will contract for the items provided by the vendor. Vendor participation is not a promise of future business with the Government. No contract award will be made on the basis of this RFI. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information. Any information provided in response to this market research will be used for informational purposes only and will not be returned. All proprietary information should be clearly marked as such. Please note submissions may be viewed by non-Government advisory and assistance services personnel. This RFI is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information submitted by vendors. Classified information will be accepted, but please mark it accordingly and send it via proper channels.
