- REVISED USAID/SENEGAL SOLICITATION - The Blanket Purchase Agreement is to carry out a series of studies, analyses and to provide expert advice with the goal of increasing economic growth, agriculture and natural resource management, improving the quality of education, and supporting good governance and democratic processes in Senegal. USAID/Senegal is seeking to put in place a Blanket Purchase Agreement (BPA) with one or a group of firms that would allow USAID to contract simply and quickly with this firm to provide small-scale professional services (i.e. maximum of $100,000 per individual order). This competition for the BPA allows offerors to submit their proposals to USAID describing how their firm is capable and qualified to perform the duties outlined in the BPA. The winning firm would then have a signed award with USAID (which includes a minimum order guarantee of $100,000), through which future task/delivery orders could easily be issued. The selected BPA holder must be able to perform all activities specified in the scope of work in support of USAID programs including education, health, economic growth, democracy and governance and analytical studies conducted by the program office. The combined value of all orders placed over the five (5) years of this BPA shall not exceed U.S. $2,000,000, and there is no guarantee that full-time work will occur during the entire period of performance (especially during the start-up first year). However, since it is difficult to determine USAID needs in advance, an option shall be included to potentially increase the total estimated cost (TEC) of the initial 5-years award by up to $5,000,000 total. In addition, if the need arises and if funds are available, USAID may exercise a second option to extend the period of performance for an additional three years and/or to increase the TEC by another $3,000,000.
