Description
The U.S. Army Contracting Command, Joint Munitions & Lethality ContractingCenter, Picatinny Arsenal, NJ 07806-500, ACC JMLC-CCJM-SW. A solicitation isexpected to be released 30 days from the date of this synopsis notice forService-Disabled Veteran Owned (SDVO) Small Businesses. This competitive set-aside regulation is per FAR 6.206 (a), authorized or required by statue asimplemented by Veterans Benefits Act of 2003 (15 U.S.C. 657f). Offerors fromother than SDVO Small Business concerns will not be considered. The ProjectManager Soldier Weapons (PM SW) plans to make multiple awards for ProgramManagement Engineering Support Services. The contracts awarded will be 5-yearIndefinite Delivery Indefinite Quantity. The PM SW is designated with the responsibility and authority for life cyclesystems management of Army Soldier weapons programs. The mission is toaccomplish program objectives for Development, Production, and Test ManagementSupport based on defined Soldier needs. These contracted services will be tosupport PM SW in accomplishment of these goals. The contractors selected for award shall be expected to provide programacquisition recommendations, program coordination and guidance to support thedecision making process for PM SW Product Directors. This will beaccomplished by leading and attending Integrated Product Team (IPT) meetings,providing analyses and reports, reviewing and commenting on documents, andpreparing original acquisition documents. These efforts will be to supportresearch and development, production and fielding of small caliber ammunition,weapon systems and remote weapon stations and platforms. The contractor shallbe expected to provide recommendations and direct oversight to test programspertaining to PM SW programs throughout their life cycle. The contractorswill support the Test IPT in development of test plans as well aspresentation/reporting of test activities and data. The contractor shall assist in the management of small arms program research,analysis, coordination, testing and production to support the decision makingprocesses for PM SW Product Managers and Product Directors. These effortswill be provided in support of small caliber ammunition, weapon systems andremote weapon stations and platforms. The contractor shall serve as an on-site System Acquisition Staff ActionOfficer (SASAO) in the office of PM SW at Picatinny Arsenal, NJ, for researchand development programs. This shall include, but not be limited to,preparing, reviewing, or updating all program documents as required forMilestone Decisions, e.g., Acquisition Strategy, Test and Evaluation MasterPlan, System Engineering Plan, Program Protection Plan, System Assessment,Integrated Program Summary, Simulation Support Plan, PerformanceSpecifications, Environmental Effects Report, Insensitive Munitions Plan ofAction and Milestones, Production Readiness Report, Failure Analysis Report,Master Plan, Environmental, Quality Assessment Report, program presentations,milestone schedules, Work Breakdown Structures, and Operation and MaintenanceManuals to support Life Cycle system milestone decisions, cost-reportingrequirements and to produce milestone packages. The contractor SASAO shall assist Product Directors with overall programexecution throughout the monitoring/reporting on program status andactivities, to include coordinating/scheduling design reviews. The contractorSASAO shall assist in coordinating all required test activities to include hardware availability. The contractor SASAO shall assist withscheduling/performance/hardware availability of product demonstrations andattended at industry symposia as a subject matter expert as required. Theshall Contractor conduct, coordinate, and participate in regular IPT meetingson assigned programs to ensure satisfactory progress and established milestoneschedules are met or exceeded. Specifically, the contractor shall be required to prepare, review, and/orupdate all programs documents, as required, for Milestone Decisions to supportEngineering Life Cycle system milestone decisions, cost reportingrequirements, and produce Program Milestone Packages. The contractor shall serve as an on-site SASAO in the office of PM SW atPicatinny Arsenal, NJ providing program management engineering and logisticalsupport for programs in production working with production facilities andGovernment operations. The contractor shall analyze and report on productionissues for acquisition planning, including, but not limited to quality,quantities, schedules, and cost; prepare and review documentation onproduction, shipment and fielding of Small Arms programs; and recommend andcoordinate the execution of engineering studies. The contractor shallcoordinate and prepare Materiel Release documents and brief the MaterielRelease Review Board. The primary location for the performance of work under this contract will bePM SW, Picatinny Arsenal, NJ. All contractors will be located on-site at PMSW. The primary location for the performance of work of test managementsupport will be at Aberdeen Test Center (ATC), located at Aberdeen ProvingGround, MD. The contractor will be expected to travel an estimated 6-11 tripsper year to locations throughout the continental United States.
