- Notice Type: Sources Sought Request for Information (RFI) Synopsis: The U.S. Army Materiel Command (AMC) National Capital Region Contracting Center, Division C issues this sources sought for information and planning purposes only. This notice is not a Request for Proposal/Quote or Bid. This sources sought is a market research tool to gain knowledge of potential qualified sources which will be used for planning purposes and to determine if potential sources exist to support the requirement. This information is not to be interpreted as a commitment by the Government. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the Government. 1. ITEC4-W is trying to determine if a capability exists in the market place, either by a single vendor or a prime vendor with teaming agreements, to provide vehicle modifications to a Chevrolet, Model: CG3300, Passenger van, Color: White, Year: 2009. Place of Performance: Fort Huachuca, AZ 2. This capability would include the following: a. Cloth captain chairs (4). Chairs must swivel. Placement of chairs must allow for maximum leg room and allow for sufficient ingress and egress of occupants. Interior must be comfortable, functional and allow for the efficient use of space. Front captains chairs must be able to swivel and face the rear captains chairs while allowing for sufficient leg room for travelers. All captains chairs will have lap/shoulder seat belts. Front captains chairs passengers lap/shoulder seat belts will allow for the passenger to either face forward or backwards while being restrained. Vendor will need to provide color/fabric swatches. b. Pocket tables (3). Airplane type table that provides additional work surface that can easily be stowed out of the way when not needed. Table must provide a work surface on the side and in front of the seat and can be capable of being pulled near occupants with out having to stretch or unbuckle while traveling. Table must be of sufficient structure to support a laptop computer and allow for the reviewing documents. Folding tables can be hinged or fold from the interior wall of the van or attached to the captain chair where as the passenger can easily pull up the table and extend it over their lap. Table must be a sold surface; industry standard. c. Reading lights (4). Switchable interior reading lights above cabin captain chairs/tables that provide sufficient illumination to conduct business in darkness without hampering drivers night vision. On/Off switch must be within easy reach of the passenger while seated. Industry standard, 12 volt. d. Cup holders (4). Easily assessable to occupants and permanent. Industry standard. e. Cabin window tinting/privacy glass. Dark tinting for all windows behind drivers and front passenger side windows. f. Interior carpeting. Multicolor, industry standard. Vendor needs to provide color/fabric swatches. g. Universal luggage barrier behind rear seats to prevent stacked luggage from shifting forward during travel. Industry standard; metal grating or heavy gauge tubing securely fastened to the van ceiling and floor that allows for maximum driver visibility. Rear storage compartment will be of adequate size to support luggage for 3-4 personnel. h. Electrical Upgrade: - 65 Amp power converter & battery charger. - Auxiliary battery (AGM Deep Cycle). - Battery separator. - 110V wall outlets (4). Four conveniently located to support cabin occupants while seated. - 12V outlet (5). Four conveniently located to support cabin occupants while seated, and one located in the rear luggage. The rear luggage 12V outlet will be mounted behind the road side captains chair and face to the rear of the van (parallel to the van wall, minimizing the profile of the power plug) so that 12V power cord can be inserted. Placement will allow for the road side captains chair to continue to swivel. i. All modifications must comply with State and Federal safety regulations. Request detailed designs/drawings, costs estimates and seat upholster, trim material and carpeting color/fabric swatches for final consideration. All material removed from the van during conversion must be returned. j. A site visit will be required to ensure all requirements are understood by the vendors and the Government. The site visit date and time will be later determined in the RFQ. 3. The anticipated NAICS Code is 811121 Industrial Machinery and Equipment Merchant Wholesalers, Automotive Body, Paint, and Interior Repair and Maintenance. 4. Interested parties shall identifiy possible opportunities for small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The goal is that small businesses have the maximum practicable opportunity to participate in any future requirement. If your firm is capable of meeting the criteria stated in paragraph #1, has qualified personnel and relevant past performance experience, please submit a technical capability statement including the following information: (1) Company name and mailing address, including cage code (2) Point of contact (name, telephone number, and e-mail address) (3) Small business status if any, (small disadvantaged business, woman-owned business, veteran-owned business, etc.) (4) Indicate if your company primarily does business in the commercial or Government sector (5) Indicate which NAICS code(s) your company usually performs under for Government contract (6) Indicate if your company is currently registered in CCR Technical capability statements may be submitted in your own format and shall be 2 pages or less. Electronic submission is the preffered method of receipt. However, the statements may be mailed to the address listed below as long as they are received by the due date. This sources sought is used for information and planning purposes only and does not constitute a solicitation. No contract will be awarded as a result of this synopsis. All information received in response to this sources sought that is marked proprietary will be handled accordingly. Responses to the sources sought will not be returned. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are responsible for all expenses associated with responding to this sources sought. All interested responsible businesses are encouraged to submit information at any time prior to expiration of this advertisement.
