- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation W912J2-10-T-0001 for Legal Transcription services for the Wisconsin Army National Guard, Madison, WI; in accordance with the work statement and other terms and conditions contained herein. The resultant contract action will be a Blanket Purchase Agreement (BPA) effective for the period 1 November 2009 through 31 October 2009; with up to four option years, for Legal Transcription Services. The estimated usage quantity is provided in Attachment 1 Statement of Work. The NAICS Code and the small business size standards for this service are 541199 and $ 7.0 Million. This requirement is being solicited as a Total Small Business Set Aside in accordance with FAR 19.502-2 Total Small Business Set Aside. Due to mission requirements and possible short notice events, it is preferred that the contractor for this requirement be located in the Madison, WI area. Vendors must be available on 24 hour notice for services to be performed in Madison, WI. SYNOPSIS: The Wisconsin Army National Guard is looking to contract Legal Transcription services for administrative investigations, administrative separation boards, and court martial proceedings. The duties include onsite and off site work, to include verbatim transcript pages of varying amounts depending on the service type. For complete information please see Attachment 1 Statement of Work. MARKET REVIEW: In accordance with FAR 13.303-6(b)(2) the Contract Administrator shall maintain awareness of changes in market conditions, sources of supply, and other pertinent factors that may warrant making new arrangements with different suppliers or modifying existing arrangements. FAR 13.303-6 allows the contractor to request price adjustments based on changes in market conditions or other warranted factors, and shall be negotiated with the contracting office. Such a price change shall be with the mutual agreement of both parties. If a price adjustment is warranted, the contracting office will issue a modification to the agreement. EXTENT OF OBLIGATIONS: The Government is obligated only to the extent of authorized purchases actually made against this blanket purchase agreement. DELIVERY TICKETS: All deliveries under this agreement shall be accompanied by delivery tickets or sales slips which will contain the following minimum information: a. Name of contractor b. Blanket Purchase Agreement number c. Date of purchase d. Purchase number e. Itemized list of supplies list by event and CLIN f. Quantity, unit price and extension of each item less applicable discount g. Date of delivery. The issuance of individual requests against this blanket purchase agreement will be made under authority of FAR 13.303. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-13.
