Description
Y -- SOURCES SOUGHT The U. S. Coast Guard is considering whether or not to set-aside an acquisition for Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business or Small Business concerns only. The estimated magnitude of this construction project is between $20,000,000.00 and $25,000,000.00. The applicable North American Industry Classification System (NAICS) for this acquisition is 236220. The estimated time for completion is 730 days. The solicitation, when issued, will be formatted as a Request for Proposal (RFP) in accordance with the requirements designated by sections of the FAR 15.203 for a competitive negotiated procurement utilizing the authorized Two-Phase Design-Build selection procedures of FAR 36.3. The acquisition is for the design and construction of a Station Building and Adjoining Barracks at U. S. Coast Guard Station, Sabine, TX. The project scope includes the design and construction of a station building and adjoining barracks (5 to 15 rooms). The station building shall be a 4 story, 31,000 Gross Square Foot (GSF) facility, designed to withstand Category IV Hurricane conditions. The ground floor will have a break-away construction, designed as a storm loss, while the building remains standing. The first floor will be shops and boat bays, the other floors shall be office, recreation and support spaces. The adjoining 2 story barracks shall be similar construction, with an optional bid for 3-4 floors. The existing 2 story building shall be demolished and a recreation area constructed on site. Associated site work includes new utility connections, roadways, parking areas, and storm water management. At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.1305 and FAR 19.14, if your firm is HUBZone or a Service Disabled Veteran Owned Small Business and intends to submit an offer on this acquisition, please respond by e-mail to Mrs. Donna Miller at donna.e.miller@uscg.mil. In your response, include a positive statement of your intention to submit an offer for this solicitation as a prime contractor. Your response is requested by October 26, 2009. A decision on whether this will be pursued as a HUBZone Small Business Set-aside, Service Disabled Veteran Owned Small Business, Small Business concern or on an unrestricted basis will be posted on FEDBIZOPS at www.fbo.gov.
