Description
SOURCES SOUGHT SYNOPSISN4523A-10-R-0041The Department of the Navy, NAVSEA, Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Northwest Regional Maintenance Center (PSNS & IMF, NWRMC), Industry Management Dept., is seeking qualified sources and contemplates award of an Indefinite Delivery-Indefinite Quantity (IDIQ) Single Award contract with the possible combination of Cost Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) delivery orders from this solicitation. The primary purpose of the resultant contract is to support PSNS & IMF, NWRMC in accomplishment of their mission of Depot-Level Maintenance and Repair requirements for the Preservation of Submarines and Aircraft carriers. The contractor shall furnish the necessary management, material support services, labor, supplies, and equipment deemed necessary to perform depot level preservation on USS Naval SSN, SSBN & SSGN Class submarines and USS Naval Carriers located at Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Bremerton, WA Controlled Industrial Area (CIA), Naval Base Kitsap, Bremerton, and Naval Base Kitsap, Bangor, Waterfront Restricted Area (WRA). For USS Naval Submarines - Typical work performed during Depot Maintenance Period (DMP), Engineered Refueling Overhaul (ERO), Designed Selected Restricted Availability (DSRA), Docking Planned Incremental Availabilities (DPIA), and Planned Incremental Availabilities (PIA) may include Main Ballast Tank, Interior and Exterior Tank blasting and painting with single coat "Fast Clad ER Epoxy", one hundred percent high solids and non high solids coatings on, bow structure, external and interior Sail, free floods, bow dome areas above the boot top, exterior hull (Underwater Hull and Freeboard) and non-skid removal and installation. Many of the spaces in the ballast tanks require special blasting and painting equipment because of the configuration of the structure and equipment in the tanks. For USS Naval Carriers - Typical work to be performed in Selected Restricted Availability (SRA), Docking Planned Incremental Availabilities (DPIA), Interim Dry-Docking (IDD), and Carrier Incremental Availabilities (CIA) may include blasting, painting, and surface preparation for complete or touch-up preservation of the Underwater hull, freeboard, struts, rudders, running gear, ground tackle, and sea-chest, as well as those interior tanks that require (a) the ship to be in dry dock, (b) access from the dry dock floor, (c) coordination and integration with other dry dock floor work or integration into tank preservation value stream. Many of the spaces/ tanks listed require special blasting and painting equipment because of the configuration of the structure and equipment in the tanks.For Carrier work this IDIQ contract does not include such areas/spaces as Flight Deck Nonskid, Vent Plenums or interior tanks where access originates from the hanger deck, tanks and voids within the Propulsion spaces, Dry Dock apron, or Flight Deck and requires coordination and integration with other topside work. Additional work may include cleaning of sanitary and other tanks in specifically designated areas to support Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), general. The NAICS for this effort is 336611. The subsequent contract is contemplated to be one (1) base year with four (4) one-year options. The solicitation is expected to be full and open competition. To be eligible to work on this contract, individuals must be U.S. citizens with a clearance level of Confidential or above. All responsible sources may submit a bid, proposal or quotation based on the subsequent solicitation which shall be considered by PSNS & IMF, NWRMC.
