- DESCRIPTION: the VA Nebraska Western Iowa Health Care System intends to negotiate a commercial (FAR Part 12) sole source contract with Healthlinx Transitional Leadership Inc, 1404 Goodale Blvd #400, Columbus, Ohio 43212-3778, under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-36. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. This procurement is to obtain a follow-on contract for the purpose of achieving Magnet Recognition Program as developed by the American Nurses Credentialing Center with Healthlinx Transitional Leadership Inc, 1404 Goodale Blvd #400, Columbus, Ohio 43212-3778. This contractor has knowledge and experience in the previous effort that would not be readily available to another contractor. The following is the Statement of Work we are requesting this contractor to complete for us. The Statement of work also shows the work that has been done to date by this contractor also. Description of Services: VA NWIHCS seeks a contract for consultation to assess readiness, recommend actions, and assist the organization through the process of applying for Magnet Recognition Program as developed by the American Nurses Credentialing Center. Tasks to complete:1. Develop and write Magnet documents (Phase II) for each component for submission. Documents of the Magnet components include the following categories: a. Organizational overview; b. Transformational leadership; c. Structural empowerment; d. Exemplary practice; and e. New knowledge. 2. Continue education of nursing leadership to exemplify Magnet philosophy.: a. Meet with nursing leadership on a weekly basis to review implementation of Magnet standards; and b. Be available by telephone on a daily basis for answering questions. 3. Continue engaging nursing staff in the Magnet process: a. Meet with nursing staff weekly to review to review implementation of Magnet standards. 4. Continue mentoring Magnet Director throughout the process:a. Be available by telephone on a daily basis for answering questions; and b. Meet with Magnet Director weekly to review Magnet standards implementation progress. 5. Assist in the development of Magnet program communication/PR strategies for VA NWI staff: a. Meet at least monthly with Magnet Director and VA Public Relations staff to develop program communication strategies for NWI staff. 6. Prepare nursing staff for site visit by ANCC: a. Conduct mock survey visits with nursing leadership and nursing staff. Note: This will complete action on this contract to achieve successful Magnet Application. Increases to this contract will only be authorized by the contracting officer. Summary of work completed by Consultant to date: 1. Assessed the organization and systems through on site visits and review of documents and data provided by VA.-this task has been completed.2. Conducted telephone interviews and/or face-to-face meetings with identified contacts at the VA.- this task has been completed. 3. Conducted leadership and staff conferences regarding Magnet standards.- this task has been completed. 4. Observed professional practices, shared decision making skills and staff interactions through site visits.-this task was in process at end of the former contract. 5. Identified VA NWIHCS strengths and barriers in obtaining Magnet designation and recommended coaching/staff development.- this task has been completed. 6. Certified the VA NWIHCSs eligibility to meet Magnet requirements.- this task has been completed. 7. Developed strategies to engage the VA NWIHCSs upper management support.- this task has been completed.8. Assessed documents and data with respect to Magnet standards and presented action recommendations to VA NWIHCS.- this task has been completed.9. Developed and presented a gap analysis report outlining areas to be addressed by VA NWIHCS prior to Magnet application.- this task has been completed.10. Educated nursing leadership to exemplify Magnet philosophy and engaged nursing staff in the process.- this task was in process at end of the former contract.11. Assisted in the selection of the Magnet Program Director and Magnet Steering Committee.- this task has been completed.12. Mentored Magnet Program Director throughout the process.- this task was in process at end of the former contract.13. Developed Magnet program communication strategies for VA NWIHCS hospital staff.- this task was in process at end of the former contract. 14. Prepared and assisted in the submission of a Magnet application on behalf of VA NWIHCS.-to be completed at end of tasking. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. Central Time, October 13, 2009, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
