Description
The 38 CEG/PKK is seeking potential sources for nonpersonal services to support the E911 services for Hickam AFB, HI. This PSAP requirement is a comprehensive description of E911/911 functions the Air Force requires a Contractor to be technically capable of providing new services to include hardware and software at Hickam AFB, HI. The Contractor shall provide all transmission facilities, equipment, materials, maintenance, test equipment, and design layout needed to perform and provide local access and transport services and functions at the designated demarcation point. These services shall include any special items, equipment, wiring or infrastructure to ensure the Contractor's proposed solution is compatible with the government's current infrastructure. Furthermore, it must meet Air Force Security Protection needs, be capable of rerouting a 911 call from one PSAP to another, and have multiple answer locations, Call Detail Recording (CDR), Automated E911 database update, and Computer-Aided Dispatching (CAD). It will provide a hard copy printout, Called Party Hold, Default Routing, Enhanced Ring-back after every call, jurisdictional programming and updated software, as well as operational compatibility with the existing Hickam AFB telephone switches. The contractor shall EFI&T and cutover a completely operational system that includes hardware, software, and all required system integration as further defined in this requirements document. The E911 system will include voice communications, E911 services, dispatch/recording, and communications in redundant consoles. Contractor will be responsible for acquisition and installation for the 3 position PSAP equipment at the Fire Department and 1 position PSAP at Security Forces building. Primary location is at Bldg 2036, 345 Mamiya Ave, Hickam AFB, HI 96853 (Base fire Department- qty 3 PSAP positions). Secondary location is at Bldg 1001, 575 Hanger Ave, Hickam AFB, HI 96835 (Security Forces - qty 1 PSAP position). Downtime to existing Enhanced systems shall not occur without specific Government approval, since the organizations are operational 24 hours a day/7 days a week. The contractor is responsible for troubleshooting and maintaining the operation of the PSAP equipment and services. The contractor shall follow all FCC, PUC, DOD, AF and industry standards for this requirement HawTel will remain the provider for the E911/911 circuits from their facilities to Hickam AFB, HI DMARC(s) in accordance with PUC mandates. Hickham AFB has two telephones switches. The two base telephone switching systems are the AT&T 5ESS and Avaya. Contractor shall install necessary PSAP equipment to accommodate Hickam AFB E911/911 services. This includes receipt of ANI/ALI from incoming calls, CPUs, monitors, multi-key consoles w/ specific handsets, headsets, chairs, desks, UPS and batteries and any other incidentals required to support the PSAP. Hickam AFB has three currently installed PSAPs with a fourth pending renovation of the Security Forces building. Up to four concurrent 911 calls placed from commercial (connected to HawTel Local Exchange Carriers' Switches) phones inside the HICKAM AFB boundary, including base housing and or dormitories, will be selectively routed (without operator intervention) to HICKAM AFB's PSAP through the Demarcation in Building 379. All forwarded 911 calls will include the actual street address of the wire-line end location passed along with the other E911 ALI (Automatic Location Information). The HICKAM AFB building number (when in or adjacent to a base numbered building) will be listed in the Notes field. Competition is open to domestic and foreign sources. All responsible sources may submit a bid, which shall be considered. Sources responding to this synopsis must indicate, in writing, whether they are large, small, disadvantaged and/or a women-owned businesses. For this acquisition, a concern will be considered small under NAICS 517110 with size standard of 1500 employees. An ombudsman has been appointed to hear and facilitate the resolution of concerns from Offerors, potential Offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 <http://www.whitehouse.gov/omb/circulars/a076/a76_rev2003.pdf> competition performance decisions). If resolution cannot be made by the contracting officer, concerned parties may contact the MAJCOM ombudsmen: AFSPC/A7K 150 Vandenberg Street Peterson AFB CO 80914 (P) 719-554-5250 (F) 719-554-5299 Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. This Sources Sought Synopsis does not commit the Government to contract for any supply or services. Responsdents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this synopsis. The solicitation may be issued at a later date.
