Description
The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau's (IBB), Voice of America (VOA) is seeking qualified bi-lingual sources to produce a two-hour morning news television show program to air Sunday mornings (8a-10a local) in Latin American markets. The program is presented in Spanish, fulfills the VOA Charter and adheres to VOA's Journalistic Code. The program is based on Content Development and Production supported by either (1) a Full Production House or (2) Combination of an Executive Producer/Project Manager with a Production House. The deliverable is to produce a single hour pilot at a suitable venue; Options can be exercised to continue the program production. The Content Development and Production requirements are as follows: A) VOA is seeking a qualified bi-lingual source for content development to include the following: (1) a mix of original reporting by service/show production staff & Central News, (2) News headlines and reports covering World, Regional, and US, (3) Interviews with newsmakers, celebrities and persons of general interest, (4) Regional & US Political discussion/debate and policies impacting the relationship with Latin America, (5) Background and analysis packaging on complex issues relating to the US/Latina America relationship, although not exclusively, (6) Storytelling that conveys the news and highlights the connections between the US and Latin America in areas of culture (pop and otherwise), economics and business, agriculture, religion, health, science, technology, education, sports, justice, music, literature, entertainment, and (7) Interactivity with website. B) VOA is seeking a qualified bi-lingual source for production requirements to include but not be limited: (1) Two anchors with an optional News presenter, (2) Set designed to convey Sunday morning atmosphere with Latin American flavor, (3) State of art graphics package integrated with the set design, (4) State of art control room, fully staffed, (5) 3-4 cameras, (6) Live remote capability, (7) Show production staff, led by an Executive Producer who exercises editorial and production authority; producers to cover control room, field, segments, packages and guests; writers and copy editors; production assistants; reporters and stringers. Please note: Contractor candidates may be required to undergo a background security investigation and successfully pass the security clearance process in order to receive work assignments. The Government is obligated to inspect all contractors performed work to insure that it fully satisfies the Government's requirements. The Government is further obligated to reject all work that fails to meet Government-specified requirements. Prospective contractors are hereby notified that the basis for award will be based on best value; with technical evaluation factors (i.e., strength of prospective contractor's resume, approach to performing work) being more important than the prospective contractor's proposed fixed price.
