- The United States Geological Survey (USGS), Pacific Islands Water Science Center, intends to make a non-competitive award to Hawaiian Telcom, Inc. (HT) of Honolulu, Hawaii for technology that supports interisland connectivity using virtual LAN technology by establishing Ethernet connections to two additional Hawaiian office locations. These locations include 360 Hoohana Street, Kahului, Maui, Hawaii and 4398 D Pua Loke Street, Lihue, Kauai, Hawaii. USGS has the need to upgrade their existing HT network services from frame relay to Ethernet over MPLS at 3 Mbps data rates. Since HT is the only Local Exchange Carrier (LEC), only they can provide this upgrade. Once the upgrade has been completed, the USGS will require the enhanced IP Data Service (3 Mbps) at the two locations for one year, and the service at 360 Hoohana Street, Kahului, Maui, Hawaii will have the option of four years of service. Hawaiian Telcom, Inc. is the only provider that can provide VPLS to all of the following locations and is the only provider that has the infrastructure and services all of the following USGS locations in Hawaii: (1) 677 Ala Moana, Honolulu, (2) Hawaii Volcano Observatory, Volcano National Park, (3) Cell Site, Volcano National Park, (4) 2565 McCarthy Mall, Honolulu, (5) 590B Lipoa Parkway, Kihei, (6) 360 Hoohano Street, Kahului, and (7) 4398 D Pua Loke Street, Lihue. Any other network service provider would have to utilize the Hawaiian Telcom existing infrastructure to provision similar services, which would result in overhead and higher costs. Additionally, when two or more service providers are involved, issues often arise and can cause difficulty with problem resolution. The Request for Quotations (RFQ), number 10WRQQ0007, will be made available through the Government-wide Point of Entry (GPE) on or about 19 October 2009, in accordance with Federal Acquisition Regulations (FAR) 5.102(a)(1) and FAR Part 12, Acquisition of Commercial Items. In accordance with FAR 5.207(c)(15)(i), all responsible sources may submit a capability statement, or quotation, which shall be considered by the agency, to the Contract Specialist no later than the closing date of this announcement. All responses must be in writing by email to the Contract Specialist at sklingler@usgs.gov.
