- This project is located at the Santa Teresa Land Port of Entry in Santa Teresa, New Mexico and is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. All responsible sources may submit a response which, if timely received, will be considered. To be considered for award, the firm must be registered with the Central Contractor Registration (www.ccr.gov), have a current DUNS number (http://fedgov.dnb.com/webform), have a current Online Representations and Certification Application (https://orca.bpn.gov/), be a current SBA-certified SDVOSB under NAICS code 236220 (GSA is not responsible for this certification). The General Services Administration will issue the solicitation for this project in an electronic format on this site and in a paper format, which will be made available upon request. The solicitation for this project is estimated to be issued on or about Thursday, October 22, 2009 and will remain posted for a period of no more than thirty (30) days after issuance. The General Services Administration seeks to contract for the construction of a Driver’s Waiting Area at the Import Dock of the Santa Teresa Land Port of Entry. The work includes, but is not limited to: constructing the drivers’ waiting area (an area of approximately eighteen feet six inches by twenty four feet (18’6”x24’), including CMU walls, roofing, cutters and downspouts, door and frame, storefront glazing, ceiling, restroom and connections, ceiling fan, light fixtures, wiring, conduit, electrical circuitry upgrade, relocation of security camera and security camera with cabling and connection; installing two (2) large eight foot (8’) industrial fans in the dock area, including fan controllers, ridged conduit with three-phase wire, and electrical panel circuitry upgrade; minor alterations to the existing break-room on the import dock building including demolition of existing water closet and lavatory, capping sanitary and water lines, patching the floor, demolition of existing walls, relocating sink CMU partition, relocating door and frame, relocating counter, painting and floor repairs; and removing sand and installing three-quarter inch (3/4”) of gravel in the medians around the cargo area. The Contractor shall furnish all of the necessary labor, materials, equipment, tools and supervision to accomplish the work within the project timeframe and in accordance with all contract clauses, regulations and specifications. The full Scope of Work will be provided in the solicitation documents. Any amendments to the solicitation will be posted electronically to FedBizOpps and must be acknowledged and signed by any prospective bidder and returned with the quote on the due date. The contractor shall provide a base bid with a detailed cost breakout. Cost breakout shall be formatted per the Construction Specification Institute (CSI) divisions of work breakdown. The Cost breakout shall sum to the total construction cost of the proposal as will be shown on the project Scope of Work. The magnitude of this construction project, in accordance with FAR 36.204, is estimated to be between $100,000 and $250,000. Performance and Payment Bonds will be required following the contract award, pursuant to the Miller Act. A bid guarantee shall not be required from the winning contractor. This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. All offers from other than Service-Disabled Veteran-Owned Small Business concerns will not be considered. All responsible SDVOSB sources may submit an offer which shall be considered by the agency. The required construction completion time frame is one-hundred and twenty (120) calendar days, beginning one day after the notice to proceed (NTP) is issued by the GSA Contracting Officer. Liquidated damages will be assessed in the amount of three hundred dollars ($300.00) for each calendar day of delay beyond the one-hundred and twenty (120) calendar day project time frame.
