Description
This is a Sources Sought/Request for Information (RFI) for the purpose of conducting Market Research that will be used to formulate an acquisition strategy to procure Management and Business Solution (MBS) services. Specifically, this notice seeks to ascertain the availability and capability of qualified large and small business sources that include HUBZone, service-disabled, veteran-owned, women-owned, 8(a), or small disadvantaged businesses. The applicable North American Industry Classification System (NAICS) codes are 541611, 611430, and 541612. This notice is for planning purposes only and is not a notice of solicitation issuance. Nor does this notice constitute a commitment, implied or otherwise, that a procurement action will be issued in the future. The Government will not reimburse Contractors for any effort resulting from their response to this notice. Background The mission of the Food and Drug Administration (FDA) is to protect public health by assuring the safety, efficacy, and security of human and veterinary drugs, biological products, medical devices, our nation’s food supply, cosmetics, and products that emit radiation. In doing so, the employees of FDA must possess the requisite skill sets and tools necessary to manage major FDA initiatives. Specifically, management of mission critical projects requires that FDA employees have the ability to plan, organize, solve unique problems, and lead. Therefore, FDA has a growing need for Management and Business Solution services to increase the effectiveness of FDA organizations regarding relationships, leadership, management, business processes, business systems (non-IT), and other related programs. FDA’s greatest assets and greatest investment is its employees. For this reason, the FDA seeks to establish a process by which it can provide direct access to Management and Business related solutions. MBS services may include, but is not limited to the following types of services: Executive Coaching, Leadership Development; Leadership Styles Assessments and Coaching; Effectiveness Assessments and Coaching, Team Building; Group Development and Team Development, Strategic Planning, Meeting Facilitation, Business Process Base Lining, Documentation and Improvement, Management and Program Analysis Assessments; Gap Analysis and Corrective Action Planning and Implementation; People Resource Needs Assessments; Benchmarking and Base Lining Comparisons to Standards, Change Management, Identifying Obstacles and Pathways to Operational Synergy; Developing Action Plans to Achieve Operational Synergy, Personal, Interpersonal, Team, and Organizational Effectiveness Assessments Related to Social Styles; Myers-Briggs, Emotional Intelligence, Competency and Baldrige Quality Criteria, Organizational Development and Effectiveness; Systemic Problem Identification including Root Cause Analysis, Problem Solving Workshops including Interviews, Focus Groups or Surveys, Training Services. Request for Information (RFI) In order that the FDA may determine vendor qualifications, please submit your company’s capability statement including information that addresses the following: 1.What is your company name, mailing address, e-mail address, telephone and fax number, and web address (if available)? Please provide a name, e-mail address, and telephone number of a point of contact that has authority and knowledge to clarify responses with Government representatives. 2.What is your company’s core business capability, experience, and/or ability with Management Business Solution services? 3.What is your company’s experience as it relates to NAICS codes 541611, 611430, and 541612? 4.What is your company’s business size for NAICS Codes 541611, 611430, and 541612 with each size limitation standard? 5.Is your company qualified as an 8(a) firm (must be certified by SBA), small disadvantaged business (must be certified by SBA), woman-owned business, HUBZone firm (must be certified by SBA), service-disabled veteran-owned business (must be listed in VETBiz vendor information pages)? 6.What types of labor categories does your company typically employ in the performance of an effort such as MBS? 7.Describe your company’s ability to manage major projects? 8.How does your company manage quality? 9.Is your company registered in the Contractor Central Registry (CCR)? * Teaming arrangements are acceptable and the information required above for the company responding to the announcement shall be provided for each entity expected to be teammates of the respondent for performance of this work. *To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted shall be identified as such and will be properly protected from disclosure. Submission Deadline Interested offerors shall their capability statement not exceeding thirty (30) pages in length, excluding standard brochures. Responses to this notice shall be electronically forwarded to Ms. London Johnson, Contracting Officer at: London.Johnson@fda.hhs.gov and to Ms. Kimbalynn LH Dieng, Sr. Contract Specialist at: Kimbalynn.Dieng@fda.hhs.gov not later than Wednesday, October 23, 2009 at 12:00Noon, Eastern Standard Time (EST). Due to the anticipated interest in this acquisition, inquiries regarding this notice will not be accepted. Responses to this notice will not be returned, nor will the Government ensure discussions or debriefings for any responses.
