Description
Synopsis: Description: The Department of Veterans Affairs, (VA), Veterans BenefitsAdministration, Vocational Rehabilitation & Employment Service (VR&E)has a requirement to provide Vocational Rehabilitation and EmploymentServices for the San Diego Regional Office. The Service area includes:includes San Diego, Imperial, Orange and Riverside Counties: To includeoutlying areas such as Blythe, Palm Springs and Palm Desert. Also areaMilitary bases including Camp Pendleton, Naval Station San Diego, PointLoma, North Island NAS, Miramar MCAS, and MCRD. The VR&E Services to be solicited are as follows:A. Service Group A Complete Initial Assessments/Evaluations A-1 Complete Initial Evaluation: The Initial Assessment shall providethe VR&E counselor with sufficient information about the Veterans prioreducation, work history, military experience, and the vocational impactof disabilities in relation to the work environment/requirements and tosupport a determination of entitlement. The initial assessment shallalso provide collaborative vocational exploration; analysis oftransferable skills; evaluation of interests, aptitudes, and abilities;exploration of labor market conditions; and collaboration with theVeteran in the development of a draft rehabilitation plan leading todetermination of feasibility to achieve a vocational goal, entry intosuitable employment, and/or maximum independence in the community. A-2 Vocational and Medical Assessment: Shall include medical,educational, and vocational history, including identification offunctional capacity for work, barriers to employment, and assessment oftransferable skills; vocational testing to include assessment ofacademic functioning, interests, aptitudes, and abilities and review thetest analysis, results, and implications with the veteran. A-3 Transferable Skills Analysis Shall include an analysis of theVeterans current physical capacity, along with worker traits,intellectual level and personal characteristics shown by testing as wellas the Veterans work and educational history in comparison to thecharacteristics and demands of specific jobs. The Analysis shall alsooutline transferable skills for direct employment or skills that may bebuilt upon for future employment. A-4 Vocational Exploration: A collaborative effort between counselor andclient that considers transferable skills, impact of disabilitycondition and residual functioning, vocational testing results, labormarket conditions and demands, assistive technology and jobmodifications, need for services to improve independence in the home andcommunity, and other factors. B. Service Group B - Case Management.The Contractor will provide case management services as required toachieve the objectives of the written rehabilitation plan provided bythe VA, to include supportive services, such as addressing medical,financial, academic, and community needs, and preparing Veterans tobecome job ready. Case Management requires frequent and ongoing servicesthat are provided during Veterans participation in rehabilitation plansto continually address and provide supportive services and trackprogress in the following areas: academic, job readiness, medical,financial, independent living, and community issues. B-I Standard Case Management - This category includes Veterans pursuinglong-term training programs who are in need of on-going support towardachievement of employment goals. B-2 Intensive Case Management - This category of services includesVeterans who need substantial assistance to achieve rehabilitation goalsand/or those in short term rehabilitation programs, such as certificatetraining programs, extended evaluation programs, etc. B-3 Interrupted Follow-Up Services This category of services is providedto Veterans who need ongoing follow-up services during a period ofmedical or other interruption to ensure that service needs are met.Frequency of contact is dictated by Veteran needs and circumstances. C. Service Group C - Employment Services. Employment Services are for those Veterans deemed capable of re-enteringthe workforce. Services provided are to assist Veterans to obtain andmaintain suitable employment consistent with the Veterans rehabilitationplan. This includes job readiness assistance, resume development,interview skills and job placement services, and post-placementfollow-up. D. Service Group D Educational and Vocational Counseling (Chapter 36 andChapter 35. The Contractor will assist Service members and Veterans to establishemployment objectives and outline career counseling/education requiredto achieve their educational/vocational goals. The training,rehabilitation, and employment needs shall be addressed by theContractor for Service members and Veterans receiving Chapter 36services and to Dependents receiving Chapter 35 services. E. Service Group E Discrete Services. This Service Group includes independent living (IL) assessments, jobcoaching, life skills coaching, and job site analysis. For theindependent living assessments, a locally licensed occupationaltherapist (OT) or Certified Rehabilitation Counselor will be required.Licensed Rehabilitation Engineers, Occupational Therapists, or AssistiveTechnology Specialists are required to provide specializedRehabilitation Engineering assessments. These services will beidentified on an as-needed basis. Discrete services include short-term,unique services needed for Veterans during the rehabilitation processthat are not specified in Service Groups A-D.The VA may award one or more contracts for the above referenceservices/requirements. The contract(s) shall be performance based; fixedprice; indefinite delivery/indefinite quantity contract(s). The periodof performance for the awarded contract(s) shall include a six- (6)month base period and two (2), three (3) month option periods. THIS REQUIREMENT IS SET ASIDE FOR SERVICE DISABLED VETERAN OWNEDCONCERNS ONLY. Award(s) shall be made based on the evaluation criteriaestablished in the solicitation. The Solicitation Number is VA-377-09-RP-0007. This solicitation will beissued on or about 9 October 2009. The North American IndustryClassification System (NAICS) Code is 624310 and the size standard is $7million. Telephonic inquires will not be accepted.
