- RECOVERY -- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA). The Bureau of Reclamation, Great Plains Region, has a requirement for generator sets and transfer switches. The principal components include: 1 - 100kw Standby Generator Set for Flatiron Gatehouse - shall follow all current NFPA, UL, ISO, EPA, NEC, NEMA, ANSI, ASTM, and IEEE standards, shall produce a standby power output of 100 kilo-watt at an estimated 7,000 foot elevation; set ratings shall be 3-phase, Delta, 60 Hz, 120/240 V with 0.8 PF; furnished with a mounted radiator for cooling; have at least a 41" wide skid; standard duty air intake; 1 12V, 500A, 16-light audiovisual annunciation with NFPA 110 Level 1 capability, microprocessor logic, AC meters, and engine gauge features; controller must have hard wired dial out capabilities with interfacing between system alarms and existing communication system for efficient monitoring; a battery charger, float, 90-120V, 12V-6A; a 12 VDC battery with 650 cold cranking amps; an all-weather enclosure that is snow and rain proof, a critical silencer, tail pipe and a rain cap; must also furnish a sub-base double wall fuel tank with a maximum fuel capacity of at least 600 gallons with flexible fuel lines, an inner tank leak alarm, and an 80% fuel level alarm, heaters for freezing conditions, manual speed adjust capabilities, a 120V engine block heater, be a diesel engine equipped with turbocharger. 1 - 400 Amp Automatic Transfer Switch - 400 Amp, 3-phase, 240V, 60 Hz, automatic transfer switch; 3-pole, 4-wire, solid neutral; NEMA 3R (outside) enclosure; microprocessor based controller; environmentally sealed user keypad interface for protection against condensation; LCD display with backlit function with at least 4 line x 20 characters; dynamic function keypad with feedback pushbuttons; LED indicators for the current state of transfer switch such as source available, transfer switch position, and service required; shall have heaters that have enable/disable function in order to prevent condensation; shall be able to perform phase-to-phase sensing and monitoring with 0.5% accuracy; be able to log time stamped events; shall be equipped with password disable switches; have USB ports with read/write capability; be able to perform phase rotation sensing for 3-phase systems; shall have a real-time clock with automatic adjusting; shall have frequency sensing with 0.5% accuracy; be equipped with anti-single phase protection; shall have the equivalent of the following programmed features: system voltage & frequency, voltage unbalance, over/under voltage & over/under frequency for all phases of the normal & emergency sources, programmable time delays, programmable inputs & outputs, load control outputs for load stepping, load bank control for exercise or test, resettable historical data, in-phase monitor, password protection with at least 3 security levels, selectable operating modes, & load/no-load/auto-load test and load/no load exercise functions. 1 - 20 kW Generator Set - shall provide a standby power output of 20 kilo-watt at an estimated 6,000 foot elevation in accordance with all above named standards; set ratings shall be 1-phase, 60 Hz, 120/240 V with at least 1.0 PF; shall be furnished with a unit mounted radiator for cooling; shall have at least a 41" wide skid; standard duty air intake; a 12V, 150A, 16-light audiovisual annunciation with NFPA 110 Level 1 capability, microprocessor logic, AC meters, and engine gauge features; controller must have hard wired dial out capabilities with interfacing between system alarms and existing communication system for efficient monitoring; a battery charger, float, 90-120V, 12V-6A; a 12 VDC battery with 650 cold cranking amps; an all-weather enclosure that is snow and rain proof, have a critical silencer, a tail pipe, and a rain cap; furnish a sub-base double wall fuel tank with a minimum fuel capacity of at least 150 gallons with flexible fuel lines, an inner tank leak alarm, and an 80% fuel level alarm, heaters for freezing conditions, manual speed adjust capabilities, a 120V engine block heater, and shall be a diesel engine equipped with turbocharger. 1- 150 Amp Automatic Transfer Switch - Shall follow current standards as shown above; furnish 150 Amp, 1-phase, 240V, 60 Hz, automatic transfer switch; have 2-pole, 3-wire, solid neutral; NEMA 3R (outside) enclosure; microprocessor based controller; environmentally sealed user keypad interface for protection against condensation; LCD display with backlit function with at least 4 lines by 20 characters; dynamic function keypad with feedback pushbuttons; LED indicators for the current state of transfer switch such as source available, transfer switch position, and service required; heaters that have enable/disable function in order to prevent condensation; shall be able to perform phase-to-phase sensing and monitoring with 0.5% accuracy; be able to log time stamped events; shall be equipped with password disable switches; have USB ports with read/write compatibility; be able to perform phase rotation sensing for 3-phase systems; shall have a real-time clock with automatic adjusting; frequencing sensing with 0.5% accuracy; The North American Industry Classification System (NAICS) code is 423610 and the size standard is 500 employees. Quotes will only be accepted from eligible GSA Federal Supply Schedule holders.
