Description
Amendment 2: Additional Questions and Answers on Pre-Solicitation Notice Q5. Given the size and importance of this contract, will the government please consider extending the due date by as much as 14 days to allow our JV teaming arrangements and FCL to be finalized and provide ample time for preparation of a very detailed and comprehensive SF330? A5. There will be no extension to the due date at this time. Q6. Given the size and security clearance requirements of this contract, the Small Business participation goals (70% of all subcontracted dollars) may be extremely difficult, if not impossible, to achieve unless the selected firm (or JV team) can self-perform the vast majority of the contract requirements. Will the government consider reducing the small business goal to about 40%(+/-)? A6. No. However, contractors may propose other goals. See FAR 19.705-4. Q7. We would like to request permission to use a reduced font for the tables, figures, graphics, etc., such as 8-9 point font, and keep the narrative text to 12 point font. A7. As listed in Paragraph 4 of the synopsis, font size shall not be smaller than 12 fonts. Q8. We do not have a facility clearance or any cleared personnel. We have not had a project that required clearances up to the point or a sponsoring agency for a clearance. Does this prevent us from being part of team pursuing this solicitation based on paragraph 3(a), which is requiring a Top Secret Clearance for the Cost Estimator? Can a clearance be obtained once the project is awarded? A8. As referenced in Amendment 1, requirements and selection criteria regarding personnel and facility clearances are identified in paragraph 3(a) in the synopsis.
