- Description
- The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB) Governors has a requirement, subject to the availability of funding, that it intends to negotiate and award as a non-competitive commercial item contract to the Philippines Communications Satellite Corporation (PhilComstat), 11th Floor, 316 Senator Gil Puyat Avenue 1200, Makati City, Metro Manila, Philippines. The contract will include a base period (January 1 - December 31, 2010) with six one-year option periods, subject to the availability of funding. Under the contract, BBG will lease from PhilComstat the necessary telecommunications infrastructure including but not limited to satellite space segment, microwave links and fiber optic cable to support BBG distribution requirements in the region through and between existing and any future planned BBG transmitting stations facilities located in the Philippines. This contract with PhilComstat will avoid any interruption in the Agency's services that are considered mission critical, as there can be no break in the existing services. This sole source procurement is being done in accordance with the Federal Acquisition Regulation (FAR), Subpart 6.302-1(b)(1)(i), 41 U.S.C. 253(c)(1), which permits other than full and open competition "when there is a reasonable basis to conclude that the agency's minimum needs can only be satisfied by unique supplies or services available from only one source." PhilComstat is the only recognized entity in the Philippines having jurisdiction and control over all telecommunications activities. To own, operate and maintain satellite transmission systems in the Philippines, PhilComstat must approve the facilities and allow access to the various satellite service provider space segment resources. Interested firms must submit adequate documentation of their capability to respond to this requirement in writing within fifteen (15) calendar days after the posting date of this notice. All documentation submitted by interested firms shall be sufficient in depth and detail to allow for an evaluation without the need for added information. A final determination by the Government not to compete this proposed procurement will be based upon the response to this Public Notice, and is solely within the discretion of the Government. Those who are interested are cautioned that oral or incomplete submissions will not be accepted. All inquiries concerning this matter shall be submitted in writing to the point of contact, Myria Carpenter, who can be reached via E-mail at mecarpen@bbg.gov.
