- Headquarters, Marine Corps (HQMC), Installations and Logistics (I&L) Contracts Division intends to issue two solicitations for two follow-on contracts for Regional Garrison Food Services (RGFS) under formal full and open competition procedures. Two RFPs (Request For Proposals) will be issued resulting in two regional contracts to replace the current mess hall contracts when they expire 30 September 2010. The period of performance is from 1 October 2010 to 30 September 2018. Each resulting contract will include a one-year base period followed by seven one-year option periods. Each effort will be performance-based under a firm fixed-price type contract with incentive and award fee provisions. Depending on the outcome of the competition, both contracts may be awarded to either a single contractor or to two different contractors. The total scope of services to be obtained under these procurements will include the management and operation of 52 Marine Corps Garrison mess halls serving approximately 28 million meals per year located in the Continental United States (CONUS). One contract will include 31 mess halls located on the East Coast in the District of Columbia, Virginia, North Carolina and South Carolina. The second contract will include 21 mess halls located on the West Coast in California and Arizona. The solicitation will include services at EIGHTEEN (18) mess halls, ELEVEN (11) on the to be subcontracted through the AbilityOne program. The solicitation East Coast and seven (7) on the West Coast, that are set aside on the Procurement List by the Committee for Purchase from People Who Are Blind or Severely Disabled that are intended is also subject to the Randolph-Sheppard Act. The United States Marine Corps has established subcontracting goals for the subcontracted effort to small businesses. The Small Business target is established at 37.2% of the contract price. The stated targets are minimums and are applied to the total subcontracted effort. The following are the targets established for this acquisition: SB – 37.2%; HUBZone – 3.0%; SDB – 5.0%; WOSB – 5.0%; and SDVOSB – 3.0%. Each RFP will delineate the requirements for three types of food services depending on the needs of the particular mess hall. The three types of food service facilities include (1) Full Food Service; (2) Management and Mess Attendant; and (3) Brig Management and Food Preparation. The Contractor will be required to provide management, labor, subsistence, supplies as well as maintenance and repair of food preparation and serving equipment.
