- Questions and Answers on Pre-Solicitation Notice Q1. Paragraph 3(a) stipulates that Final Clearance must be in place at the time of submission. Is this an absolute requirement? It has been my experience that if you have been cleared in the past that you are given the opportunity to have your clearances confirmed after selection. A1. The requirements and selection criteria regarding personnel and facility clearances are identified in paragraph 3(a) in the synopsis. Information regarding obtaining facility and personnel security clearances can be found at the Defense Security Services website: www.dss.mil Q2. Is there a list of firms that are responding to this solicitation? A2. A list of potential firms can be found on the Interested Vendors List tab on the Federal Business Opportunities website (www.fbo.gov) for this specific announcement. The selected firm will be listed on the Baltimore District website following contract award. Q3. I am attempting to get clarification on the Paragraph 3(a) where here it talks about Top Secret Clearances for all key personnel including the Cost Estimator. Does the estimator have to have a TS clearance or they can not be on a team for this solicitation? If they are a small business, can they still participate and obtain a clearance if their team is successful. Will it hurt the large business that includes a SDBE Cost firm that does not yet have TS clearance for any its personnel? A3. See A1 for response regarding personnel clearances. Q4. Regarding the top secret clearance requirement. I always heard that you can only get this clearance if you are already under contract with an agency. So if you don't have a contract we can't get the clearance. If we are a sub on several projects at Aberdeen post would this qualify us to put in for a top secret clearance? A4. See Answer A1 regarding security clearances.
