- RECOVERY - This project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the reporting requirements of the act. The Department of the Interior, National Park Service (NPS) intends to issue Request for Quotations (RFQ) Q4800090623, Replace HVAC Equipment at Maggie Walker (MAWA) National Historical Site, Richmond, VA. The contractor will be required to provide all labor, supplies, equipment, tools, materials, lifting services, all supplementary or miscellaneous items, appurtenances and devices incidental to or necessary to perform work as follows: 1.Disconnect and remove all components of existing HVAC split system, including all equipment, refrigerant piping, all disconnects, humidity and temperature controls, wiring, miscellaneous items, and all other associated appurtenances. (The following existing mechanical equipment shall be removed intact and salvaged for reinstallation in new system: dedicated de-humidifier, high efficiency air cleaner, ultraviolet germicidal lamp). 2. Reclaim and dispose of used refrigerant as required by applicable laws and regulations.3. Furnish and install all components of new 4-Ton capacity (nominal), 1800 CFM supply air, 208-230/1/60, high efficiency, Air-to-Air Electric Heat Pump Split System, including associated refrigerant piping, properly matched electric resistance auxiliary heat, steam humidifier, dedicated de-humidifier*, temperature and humidity controls, high efficiency air cleaner*, ultraviolet germicidal lamps*, all disconnects, wiring, and miscellaneous items necessary for complete and operational HVAC System in place of the removed one.*Note: Contractor may reuse existing dedicated de-humidifier, high efficiency air cleaner, ultraviolet germicidal lamps in new system. 4. Modify existing ductwork as necessary to accommodate new HVAC equipment installation. To comply with SMACNA HVAC Duct Construction Standards ductwork modifications shall include removal and replacement of attic-mounted ductwork. Existing Outside Air duct shall be reconnected to new HVAC System. Contractor shall also disconnect and remove existing transfer duct between room 201 and 200. Connect existing register in room 201 to new return duct in attic. Remove existing register in room 200 and patch ceiling with materials to match existing. 5. Furnish and install new return air registers in main return air duct for room 102 and room 203. Install supply duct with linear diffuser for better air distribution above entrance door in room 105 and connect to existing supply air duct. 6. Restore HVAC system to fully functional working order.This procurement is being issued as UNRESTRICTED. The North American Industry Classification System (NAICS) code for this project is 238220 and the Standard is $14 million. The estimated cost range for this project is $25,000-$100,000. The intended contract will be a Firm-Fixed Price Construction Contract subject to the Davis-Bacon Act. The solicitation including all bid documents will be posted to the websites, http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about 22 October 2009. Downloading from the Internet is free of charge. The estimated date for the receipt of bids is 2:00 p.m. on 09 November 2009. No hard copies of the solicitation will be mailed or issued. It is therefore the contractor's responsibility to check the internet site daily for any posted changes to the solicitations plans and specifications. Contractors must be registered in the Central Contractor Registration system in order to receive contract awards. As a security precaution, vendors must register themselves through the on-line CCR system. Be advised, failure to register in the CCR database makes a bidder ineligible for a contract award with the Park Service.
