Description
***ESTIMATED ISSUE DATE OF COMPLETE SOLICITATION AND SPECIFICATIONS ELECTRONICALLY IN FEDERAL BUSINESS OPPORTUNITIES IS OCTOBER 22, 2009. *** The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform the Statement of Work/Specifications. Work includes the reconstruction of the Lava River Trail, including a barrier free loop. Work includes asphalt removal, existing trail grade adjustments, trail realignment, switchback and turnout construction, wall construction, paving, borrow and rock placement, curb rock, trail obliteration, sign base construction and removal, and stair construction, all within a remote lava flow environment. Because of the uniqueness of this trail project, the Contractor will be required to demonstrate a minimum of three years of trail building experience. Due to the elevation of the project location, prospective contractors are strongly encouraged to visit the site as soon as possible, before seasonal snowfall begins. The project can be located as follows: from Eugene, Oregon travel east on State Highway 126 for approximatly 58 miles to State Highway 242. Turn right onto Highway 242 and travel 22 miles. The project is on the left side of the highway. From Bend, Oregon travel northwest on State Highway 20 for approximatly 22 miles. Turn left onto State Highway 242 and travel 15 miles. The project is on the right side of the highway. This project is located on the McKenzie River Ranger District of the Willamette National Forest, Lane and Deschutes Counties. The Government’s estimate is between $100,000 and $250,000. The successful offeror shall be required to submit Performance and Payment Bonds (100% each) prior to start of work. This proposed procurement listed herein is set-aside for HUBZone firms in accordance with the Historically Underutilized Business Zone (HUBZone) Act of 1997.
