Description
NAICS Code: 235 In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency, National Vehicle and Fuel Emissions Laboratory located in Ann Arbor, Michigan is seeking to procure a Structural Mezzanine to replace and to raise the existing 4" metal ceiling panelsin test cell D514. The EPA NVFEL has undertaken a comprehensive research program to implement new hydraulic hybrid vehicle technology that improves fuel economy and lowers emissions. Some of the test vehicles are too high to fit in the existing dynamometer test cell that is 120" high. In order to better utilize the test cell, the existing metal panel ceiling will be removed and replaced with a structural mezzanine that will provide the required clear height and improve the space utilization on both the ground floor and the new second level. The NVFEL building has 240" of space up to the bottom of the 48" steel roof girders. Many NVFEL test cells are 120" high with 4" metal wall and ceiling panels. The remaining second level space has been utilized in several test sites to good advantage by adding structural mezzanines, which can also provide load capacity to install heavy equipment in close proximity to the actual test vehicle. EPA has developed a design for a structural mezzanine over rooms D514 and 512 and a scope of work to renovate these areas. The contractor shall provide and incorporate the means to meet the specific requirements of the Scope of Work for the D514 as outlined in general below: oProvide a project plan that will complete the renovation in minimal test cell downtime. oProvide construction/demolition services to remove the existing ceiling and duct connections to building services as needed to open the space for the mezzanine installation. Ceiling panels and steel supports being removed shall be temporarily stored for some specific later reuse. oProvide for the fabrication, delivery, and installation of the structural mezzanine (nominally 25'x40'x13') within D514. This mezzanine structure shall be built to support second level loads at a minimum uniform total load rating of 150 PSF. Ingress and egress paths from adjacent areas shall be modified to integrate with the new mezzanine via small staircase units. The mezzanine project shall meet the specific requirements detailed and illustrated in separate documents. oProvide for the fabrication, delivery, and installation of components that will reconfigure the ductwork from the RTU-37 roof top air handler to enable even distribution and recirculation of 8000 cfm of conditioned air. Provide for extending and supporting the metal wall panels and sealing any exposed areas to create an acceptably air tight enclosure for the purpose of the FM-200 fire suppression system. oProvide an option and separate bid to extend this mezzanine deck over the adjacent control room about 10' to butt to a drywall partition. This deck shall be covered with removable 19W4 x 1.25" bargrates to facilitate access to the components below the deck but above the 4" metal panel ceiling. The bargrates also allow the sprinkler system to cover this area. The structural supports used for the D514 mezzanine beams shall incorporate the means to add the 512 beams without any modifications. EPA's requirements have been specified in detail for a mezzanine that will be installed in the room D514 at the EPA National Vehicle and Fuel Emissions Laboratory (NVFEL) in Ann Arbor, Michigan. The renovated test cell and mezzanine shall conform to the requirements specified in the procurement Scope of Work. For the structure specified, the contractor shall be responsible for all phases of the project - verification and certification of the specified design layout, removal and discarding of the existing ceiling, fabrication of mezzanine components, delivery to EPA-NVFEL, assembly and installation, and documentation of the project. The contractor shall be responsible for documenting compliance with any applicable building codes. This procurement will be competed using full and open competitive procedures under NAICS code 423830 with a size standard of 100 employees. Award will be made using "Best Value" evaluation criteria. The solicitation should be issued around October 22, 2009. Interested parties should submit a written request via e-mail to receive the RFP, Statement of Work and associated documents.
