Description
The Environmental Protection Agency (EPA) intends to issue a firm-fixed price sole source contract to Friends of Post Office Square Inc., 50 Federal Street, Boston, MA 02110 under the authority of FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services will satisfy the Agency Requirements." The sole source requirement is to provide 2 indoor parking spaces for EPA Region 1's Regional Administrator (RA) and Deputy Regional Administrator (DRA) with 24/7, 365 days a year access, in and out privileges and self parking for (2) government employee privately owned vehicles. These employees work in the regional office located at The McCormack Federal Building, 5 Post Office Square, Boston, MA 02109. The Government has determined through market research that the Garage at Post Office Square is the only company capable of providing the parking spaces within the agency required 1 block radius, which is necessary to reduce the risk of exposure from the elements and to provide the requirement of close accessible parking for work related engagements during other than normal business hours. The period of performance for this service is one (1) base year plus four (4) one (1) year option periods. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement, may be considered. No contract will be awarded on the basis of offers received in response to this notice. Responses to this notice must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to award a sole source contract based upon the responses to this notice is solely within the discretion of the Government.
