- The proposed contract action is for a commercial requirement; which the Naval Medical Center San Diego intends to solicit from a single source GE Healthcare under the authority of FAR 13.106-1(b). This is a Synopsis Notice for commercial items, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This Notice Of Intent is not a request for competitive proposals. However, all proposals received in a timely manner after date of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation number N00259-10-T-0009 is issued as a Request For Quotation (RFQ). The North American Industry Classification System (NAICS) Code for this acquisition is 334510. Oral communications are not acceptable in response to this notice. All interested bidders shall submit quotations electronically by email to ronnie.bierner@med.navy.mil attention Ronnie Bierner and are due on or before 9 October 2009, 3:00PM Eastern Standard Time to be considered responsive. E-mail submissions are limited to 2MB. The submitter should confirm receipt of email submissions. The requirement is as follows: CLIN 0001 Contractor shall provide on site full service maintenance contract for Government owned GE equipment listed in Section B including all parts, labor, transportation, unlimited maintenance calls, corrective and preventive maintenance thereof aboard Naval Medical Center San Diego. Projected Period Of Performance is 9 October 2009 - 8 November 2009. Under the authority of FAR 13.106-1(b), single source justification is based on this requirement including a validated Sole Source Justification disclosing that the suggested large business single source of supply POC GE Healthcare,Service Sales Manager informed Acquisitions that they do not have any small business concerns that provide maintenance on the aforementioned equipment. Also per the Sales Manager they are pending award of a DSCP ID/IQ maintenance contract and they do not have a GSA contract. There is an approved Single Source JustificationLetter for Other Than Full and Open Competition, and IAW FAR 13.106-1(b) - only one single source is available to Satisfy this requirement. No other companies are known to be able to provide the requisite qualified OEM maintenanceservice. Contractor must be registered to the Central Contractor Registration (CCR) prior to award.
