- Defense Information Systems Agency's (DISA) Enterprise Wide Systems Engineering (EWSE) Request for Information & Industry Day Notice Type: Sources Sought Response Date: 14 October, 2009 Classification Code: D399 NAICS Code: 541712, 541512 Purpose: DISA's Systems Engineering Center (GE3) will be hosting an Industry Day to establish a dialogue with interested potential vendors to answer questions on the history of EWSE and its evolution into a fast paced set of solution-oriented Integrated Product Teams (IPTs). To provide an appropriate background for the Industry Day discussions, DISA will open the session by sharing the EWSE strategies for resolving GIG interoperability issues and answer questions related to strategy and objectives. DISA will also discuss the acquisition strategy for the Integrated Product Team (IPT) support requirements. When: The EWSE Industry Day will be held on Friday, October 16th from 0900 to 1600 EDT. The address is SRA International, Inc. 4350 Fair Lakes Court, Fairfax VA 22033. Directions and a map are attached. Parking is available adjacent to the facility. Members of our team will be available in the Fair Lakes North Building lobby beginning at 0800 to assist with registration and badging and to escort attendees to the meeting room. An hour will be provided for attendees to obtain lunch in the local area or at the cafeteria in the meeting facility. A list of local restaurants will be provided in the morning. Morning and afternoon beverage service will be available and a working lunch will be provided. Space is limited to 50 seats so we request contractors limit company attendance to one employee only. The first 50 responders will be guaranteed seats. Additional requestors will go on a wait-list. Attendance is restricted to pre-registered applicants possessing photo identification on arrival. This meeting will be UNCLASSIFIED therefore no visit request is required. The meeting will begin promptly at 0900 therefore we recommend that you plan to arrive not later that 0815 to accommodate check-in delays. Please provide the following information to EWSE_WG@DISA.MIL not later than 1200 EDT on Wednesday October 14 th : Full name, Company, E-mail address, Contact Phone Number, Mailing address. Background: DISA GE3 intends to issue Request for Proposals (RFPs) beginning in the first quarter of FY 2010 in support of the FY 2010 EWSE initiative. For FY 2009, DISA issued seven competitive task orders under ENCORE II to large businesses for individual IPTs. The average value of the task orders was $875,000; however individual values depended largely upon the complexity of each IPT with typical staffing of 3 to 4 Full-Time Equivalents. Secret clearances will be required for task order personnel. Additional IPTs were tasked to a Federally Funded Research & Development Center (FFRDC). DISA hosted an EWSE Working Group meeting of Government and Industry representatives and DISA managers in July 2009 to review candidate EWSE topics for the FY 2010 EWSE Issue Cycle. The DISA EWSE approach is not focused on the point solution(s), rather it is based upon good solution sets of technical issues resolution, which requires community involvement. Existing working groups and ongoing initiatives including the FY 2009 IPTs are leveraged to the maximum degree possible to resolve technical issues. Additionally, DISA will continue to work with the broader technical community to incorporate and take advantage of technical expertise from the Department of Defense (DoD) and the Intelligence Community to help identify and resolve technical issues. DISA requires industry expertise to complement that of the Government participants on each IPT by providing subject matter engineering expertise to the core team(s) tasked with refining, analyzing, and proposing solutions to the technical issues. The output of the majority of IPTs will be GIG Enterprise Service Profiles (GESP). Current & Future Status: After the July 2009 EWSE Working Group, candidate issues were consolidated and further refined. The FY 2010 EWSE Issues ultimately selected and approved by ASD(NII) can be considered a mix of research and problem identification and/or solution. The issues are allocated to the following five functional areas: Transport, Information Assurance (IA), Applications and Services, Net Operations, and Computing Services. Specific issues are: •1) GIG Global Authentication & Access Control (NetOps) •2) Inter-Domain Routing in Tactical Environment (Transport) •3) Federated SOA architecture for the GIG Services (Apps/Services) •4) Hosting Applications and Data in a Virtual Computing Environment (Computing) •5) GIG NetOps Data Strategy & Technical Implementation Guidance (NetOps) •6) GIG Joint Tactical Services Guidance (Apps/Services) •7) GIG Black Core Architecture Evolution (IA) •8) GIG NetOps Technical Architecture (NetOps) •9) E2E Service and Performance & Service Level Agreement (SLA) Management (Transport) •10) High Assurance Internet Protocol Encryptor ( HAIPE) Peer Discovery (IA) The meeting will be conducted at the unclassified level. DISA has developed a GIG EWSE Wiki h osted on Intelink to share knowledge of EWSE and to solicit suggestions and comments. The major functions include News and Events, EWSE Work Plans, IPT descriptions and documents, and interactions with stakeholders. So that we may have a productive Industry Day, each company planning to attend should carefully read the FY 2010 project descriptions and select the best representative to attend and ask and respond to relevant technical questions. DISA expects this to be a highly focused session to address this specific set of technical issues. Additional detail on each of the FY 2010 EWSE issues may be found in the "FY 2010 Industry Section" of the EWSE Wiki. The Wiki also has links to GIG Technical Guidance and GIG Enterprise Service Profile information. DISA does not plan to address contractual questions at this Industry Day. The sole function will be to provide industry a firm understanding of technical requirements and required expertise. However for purposes of market research, we request you provide the following information. The Government is interested in identifying small businesses that are capable of doing the work. Both large and small businesses please provide NLT than 1200 EDT, October 14 th : 1) full name, 2) company name, 3) your NAICS codes with the associated business size standard, 4) e-mail address, 5) contact phone number, 6) capability statement limited to 10 pages, 7) listing of contract numbers where you are the prime & URL, e.g., GSA schedules, multiple award contracts, etc. Responses: Responses are to be submitted by e-mail to EWSE_WG@DISA.MIL not later than 1200 EDT on Wednesday October 14 th. Responses must be single spaced, Times New Roman, 12-point font, with one inch margins & compatible with MS Office World 2003. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Be advised that all submissions become Government property and will not be returned. All Government, MITRE, and SRA International, Inc. employees reviewing responses will have signed nondisclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
