Description
This request for information is for planning purposes only and shall not be considered as an Invitation for Bid, Request for Quotation or request for proposal or as an obligation on the part of the Government to acquire any products or services. Your response to this Request for Information will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Army in developing its acquisition strategy and Statement of Work/Statement of Objectives and Performance Specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request for information. Description The US Army is attempting to determine if there is a competitive environment for specific Position Navigation and Timing, Protection and Assurance (PNT P&A) technologies. Product Manager Global Positioning System (PM-GPS) is surveying the market for companies possessing the capability, interest and which meet the security requirements to design and produce navigation augmentation devices and systems. There will be two phases of this SSA. In the first phase, capable and interested companies are required to submit facility security information for qualifying prior to issuance of any classified documents. Interested companies must submit their Cage Code and Addresses for their facilities, Name and Address of your respective Facility Security Officer (FSO), who will be in receipt of these documents and their Secure Email address. E-mail this information to kurt.schultz@us.army.mil. Phase 2: Once this security information is received and confirmed by the appropriate Government Office (this may take up to 14 days), you will be placed on the list of authorized responders to receive the classified information document(s). PM-GPS will forward the document(s) directly to the qualified facilities. Each qualified facility is asked to provide a 5 page whitepaper (No Attachments) focusing on industry capability and interest in development of PNT P&A technologies and addressing the following categories. The 5 page whitepaper should address or illustrate the companys relevant technical experience in navigation augmentation, past performance, technical maturity, and related programs and or products. Upon receipt of the classified RFI material(s)/document(s), interested firms are encouraged to respond to this RFI by providing the information specified within 10 business days. Submittals should be addressed to Kurt Schultz via the SIPRNet (Secret Internet Protocol Router Network), Secure email: Kurt.Schultz@us.army.smil.mil. Include PNT P&A RFI in the subject line. Security Statement: There are classified documents that explain more specifics but only qualified companies will receive these documents. In order to receive these documents your company must be certified to receive SECRET restricted information, no foreign nation companies, and have a SECRET facility, have a cryptographic account and SECRET storage capability. The Cage Code and addresses for these facilities must be provided to Kurt Schultz prior to issuance of the above mentioned documents. E-mail this information to kurt.schultz@us.army.mil. You must also provide the name and address of your respective Facility Security Officer (FSO), who will be in receipt of these documents and their Secure Email address. Once this information is received by Kurt Schultz and confirmed by the appropriate Government Office, you will be placed on the list of authorized facilities to receive the documents for this specification. PM-GPS will forward the documents directly to the authorized facilities. The pertinent classified document(s) will be sent to all qualified interested parties at the same time.
