- Amendment #1 is here by issued to extend the close date to October 13th, 2009 at 2:00 PM EST. This amendment is also to provide clarity on the following 2 each questions: Question 1; Reference page 4 of the Statement of Work: Can you please clarify fees as they might pertain to: a) Work performed at contractor site for preparations prior to arriving at Front Royal, such as course preparation time?, and, b) Work performed at locations other than Front Royal? Discussion: The question is asked because we don't fully understand how one proposed rate will cover the various scenarios described such as preparation work on the behalf of the contractors prior to arriving at Front Royal which might be contractor site, performance at Front Royal, and performance at some sites other than Front Royal. We believe if we load per diem and travel averages into a single rate we'll be overcharging for contractor site work performed before departing to Front Royal or other locations and we could be under-charging when work is performed at a greater distance in a higher cost area, such as travel to Los Angeles for work there. Please clarify. There is no work to be performed at the contractor site before arriving prior to Front Royal. Contractor is responsible for his/her travel expenses to Front Royal, VA Canine Training Center. Travel is subject to Standardized Government Travel Regulations. If contractor is requested to travel to an off site canine training activities other than Front Royal, VA - the contractor then may submit an invoice for reimbursement for travel expenses /payment. Question 2; Reference pp 5-6 of the SOW, "Background Investigation Requirements," the "personnel suitability and security package" required to initiate a background investigation: In addition to listing the eight aspects for which the Contractor must screen employees prior to submission to ATF's Personnel Security Branch, it is stipulated that "the Contractor is required to review each potential contractor employee's personnel suitability and security package to ensure the forms are fully complete, signed, and dated." Does ATF have or recommend specific forms to be used in the screening process and preparation of the personnel suitability and security package? Forms are provided in the pink security package that is given to the COTR which in turn is handed out to the awarded contractor. Candidate must pass the background security check.
