Description
Bureau of Indian Affairs (BIA), Albuquerque Acquisition Office is preparing to release a Request for Proposal (RFP) for Arsenic Mitigation Feasibility Study for the Keams Canyon Public Water System. Arsenic mitigation shall also be addressed for two BIA owned schools, the Hopi Junior/Senior High School and the Second Mesa Day School on the Hopi Indian Reservation in Arizona. This acquisition will result in a Firm Fixed Price (FFP) contract. This procurement is set-aside for 100% small business. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 562910 with a size standard of $14.0M. The performance period for this contract will be awarded for 180 days. The Government intends to award without discussions. The scope of the Performance Work Statement consists of addressing the arsenic problem for the Keams Canyon water system. The scope of work also consists of background of the projects, study deliverables and other items of work necessary to select a preferred alternative for arsenic mitigation. FAR Part 15 is applicable to this acquisition. Contracts will be awarded based on "Best Value" to the Government, price and other factors considered. The Government intends to award a single contract. Proposals will be evaluated based on the following evaluation factors: Factor 1 - Past Performance, Factor 2 - Specialized Experience, Factor 3 - Understanding of the Project and how the firm would approach each major task, Factor 4 - Technical Approach, Factor 5 - Price. The solicitation will be issued on or about October 20, 2009. The closing date for receipt of proposals will be indicated on the solicitation when it is released.
