Description
Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial information found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Solicitation number F1ELR92320100 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-36, Effective 10 September 2009 & DCN 20090825. The North American Industry Classification System (NAICS) code for this project is 332312. The 386 Expeditionary Contracting Office, Kuwait requests responses from qualified sources capable of providing the following items or equivalent to for the High Line Dock equipment listed below: CLIN 0001 – Lite Cart High Line Dock (Model 545001) “or equal” - 2 each CLIN 0002 – Snap Pin 5/16 x 2 ½ (Part # 28-08) “or equal” - 100 each CLIN 0003 – Clevis Pin 5/16 x 2 ½ (Part # 545514)”or equal” - 50 each FOB: Destination for delivery to: FB4844 – Consolidation Point and Containerization Point 1757 Vandenberg Ave McGuire AFB, NJ *Note: the part numbers listed above are for reference only; “or equivalent” items can be accepted if it meets all the specifications of the items listed above and are compatible with the current high line docks currently in place. The part numbers have been provided from the only known source available, Lite Cart Corporation. This is an urgent requirement: therefore expedient delivery is preferred but shall not exceed 30 days after contract award. Responsibility and inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following provisions and clauses are applicable to this procurement: FAR 52.212-1, Instructions to Offerors - Commercial Items (Jun 2008). The government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2 - Evaluation - Commercial Items (Jan 1999) - The addendum to paragraph (a) is as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price. FAR 52.212-4 - Contract Terms and Conditions - Commercial Items (Mar 2009); 52.211-6, Brand Name or Equal (Aug 1999) applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items (Sep 2009) applies to this acquisition with the following clauses checked: (b1) FAR 52.203-6, Restrictions on Subcontractor Sales to the Government (Sep 2006) with Alternate I (Oct 2005); (b34) FAR 52.225-13, Restriction on Certain Foreign Purchases (Jun 2008) and (b40) Payment by Electronic Funds Transfer—Other Than Central Contractor Registration (May 1999). FAR 52.232-18, Availability of Funds (Apr 1984) and FAR 52.247-34, F.O.B. Destination (Nov 1991) apply to this acquisition. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders (Jul 2009) applies to this acquisition with the following clauses checked: (a) 52.203-3, Gratuities (APR 1984); (b21) DFARS 252.243-7002, Requests for Equitable Adjustment (Mar 1998) and (b23i) DFARS 252.243-7023 Transportation of Supplies by Sea (May 2002) with (b23ii) Alternate I (Mar 2000). All offerors responding to the solicitation located in the United States are required to be registered in the Central Contractor Registration in accordance with FAR 52.204-7, Central Contractor Registration (Apr 2008) and are required to complete Offeror Representations and Certifications in accordance with FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Aug 2009). All quotes shall include price (s), delivery date, company point of contact, GSA contract number (if applicable) and payment terms. Each response must clearly indicate the capability of the items to meet all specifications and requirements.
