- The Defense Supply Center Philadelphia (DSCP) Heavy Equipment Procurement Program is seeking industry feedback from interested parties concerning the supply of heavy equipment to military and federal activities that includes construction, agricultural, trucks and trailers, material handling, fire and emergency vehicles and water well drilling rigs. This is not a solicitation and the Government does not intend to award a contract on the basis of this request for information. DSCP intends to solicit offers from the commercial industry for heavy equipment to support the needs of the military services and other federal agencies on a worldwide basis. The various lots of equipment to be included in the solicitation are detailed below and are subject to modification. Any resulting solicitation will be issued in accordance with FAR Part 12, Acquisition of Commercial Items. It is DSCP's intention to solicit offers from industry and ultimately issue contracts to responsible sources at fair and reasonable prices in order to provide our customers with a wide variety of products that can satisfy their requirements. DSCP may use contracting procedures that place a vendor's commercial product line on contract and make your products available to our customers. The items offered must be listed in a published commercial catalog and sold to the general public. This includes commercially available attachments and optional features for each model of the product line. The equipment shall be new, unused, and the vendors current commercial product. Interested parties are encouraged to download this questionnaire from our website at http://www.dscp.dla.mil/gi/HEPP/index.asp. Please email the completed questionnaire to dscpnewcontract@dla.mil no later than November 30, 2009, 5:00 PM EST. All questions must be emailed to this address as well. The product lines as of this posting are listed below. Upon release of the official solicitation(s), offerors will have the opportunity to submit offers for the equipment based on each vendor's particular product line as identified in the product lots identified below. Offerors may propose on an equipment category (e.g. Construction Equipment) or a particular lot (Lot 1) within that category or on a single item within a lot (Wheel Loaders).
