- American Recovery and Reinvestment Act The General Services Administration (GSA) announces an opportunity for Design-Build Construction Services for the Sam M. Gibbons U.S. Courthouse, Tampa, Florida. The Design-Build Contractor will be competitively chosen using the Source Selection Processes and Techniques (FAR 15.1) and Design/Build Selection Process (FAR 36.303). PROJECT DESCRIPTION The U.S. General Services Administration will undergo MEP upgrade, repair, and alteration in the Sam M. Gibbons U.S. Courthouse Tampa, Florida. Work includes HVAC control system upgrade, Cooling Tower replacement, new base load chiller, new water conservation opportunities, recommissioning of emergency power system, new day lighting monitoring and energy controls, Transient Voltage Surge Suppression (TVSS) provision on both primary and secondary panel boards, supplemental lightning protection in specific areas, and new door for electric transformer vault room as intended in the Statement of Work. As part of the American Recovery & Reinvestment Act (ARRA) Spending Plan the scope includes specific design and reporting requirements to make this project development transparent to the general public. This project is for the renovation of the Sam M. Gibbons U.S. Courthouse Tampa, Florida as part of the American Recovery & Reinvestment Act. Project Goals and Objectives GOALS: The overall strategic project goal of the Design-Build Contractor is to provide for successful design and construction services for the completion of work as indicated on the Statement of Work for the Sam M. Gibbons U. S Courthouse, Tampa, Florida. Effective execution of the start of construction to meet goal of the ARRA, creating jobs. Transparent design and construction processes to meet goal of the ARRA, inform and validate project to the general public. OBJECTIVES: Execution of project objectives developed during Project Planning and Programming Phase, Project Procurement, Design and Construction, satisfying overall strategic project goal, not to mention the successful execution of the following objectives: Project Design and Construction Phase -Quick turn around execution of project design and construction as intended through this Design-Build project delivery process. -Successful completion for both design and construction phase for this project. -Quality Assurance maintained throughout design, provision of construction materials and trade application methods ensuring project constructability. GSA tenant occupancy and operation -Maintain uninterrupted operation of tenant occupancy while construction is being performed professionally until final completion, close out, and final acceptance stages of construction by GSA PROJECT MAGNITUDE: Estimated range for construction costs is $1,000,000 - $5,000,000 which does not include the DB contractor’s fixed prices for design stage services PROJECT LOCATION: Place of performance is: 801 N. Florida Ave Tampa, Florida CONTRACTING METHOD: Best Value Source Selection, with firm-fixed price contract for defined scope of work items with established allowance for specific repairs. The scope of design build contract is to include MEP upgrade, repair, and alteration in the Sam M. Gibbons U.S. Courthouse Tampa, Florida. Work includes HVAC control system upgrade, Cooling Tower replacement, new base load chiller, new water conservation opportunities, recommissioning of emergency power system, new day lighting monitoring and energy controls, Transient Voltage Surge Suppression (TVSS) provision on both primary and secondary panel boards, supplemental lightning protection in specific areas, and new door for electric transformer vault room as intended in the Statement of Work. As part of the American Recovery & Reinvestment Act (ARRA) Spending Plan the scope includes specific design and reporting requirements to make this project development transparent to the general public. For this project, technical factors will be given greater weight than price in the selection of a successful offeror. Tentative date for issuing RFP is on or about October 19, 2009. Estimated completion date for contract performance is 440 calendar days from issuance of notice to proceed.
