Description
The U.S. Army Research Development and Engineering Command intends to negotiate with Syracuse Research Corporation (SRC), 6225 Running Ridge Road, North Syracuse, NY 13212 on a non-competitive basis (per FAR 6.302-1) for an $11.5M 18-month cost contract to provide a 3rd FORESTER (Foliage Penetrating Radar) System. The Foliage Penetration Reconnaissance, Surveillance, Tracking and Engagement Radar (FORESTER) is a joint DARPA/Army program that developed and demonstrated an advanced airborne UHF radar capable of detecting people and vehicles moving under foliage. FORESTER provides robust, wide-area, all-weather, persistent stand-off coverage of moving vehicles and dismounted troops under foliage, filling the surveillance gap that currently exists. Two systems have been acquired from SRC; a third system and technical support is required by the DoD. The RDECOM-CC determined full and open competition is not possible for the following reasons: SRC has developed two complete FORESTER Systems and the FORESTER Ground Control Station (GCS). SRC has installed and successfully tested these systems in both single and double canopy foliage on both a Blackhawk helicopter and on an A160 high altitude, long endurance UAV helicopter developed by the Boeing Corporation. The third FORESTER System must operate on the Boeing A160. The Ground Control Station (GCS) development, the antenna array design, transmitter design and receiver signal processing designs cannot be obtained using alternative sources. This is not a formal Solicitation. No Solicitation document is available and telephone requests will not be honored. All responsible sources other than SRC, may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Reference: W91CRB-09-R-0106. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received, the acquisition will be awarded without further notice. Detailed capabilities, proposals, or quotations (with capability statements) must be received within 15 days after publication of this requirement; however, a determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. If no written responses are received, the requirement will be awarded without further notice.
