RECOVERY-- ***THIS PROJECT INCLUDES THE FOLLOWING RECOVERY PROJECTS*** Project Number 31134, Training Barracks Building 816 Replace and Restore All Components to Advanced Individual Training Barracks Project Number 31135, Training Barracks Building 817 Replace and Restore All Components to Advanced Individual Training Barracks Project Number 31136, Training Barracks Building 818 Replace and Restore All Components to Advanced Individual Training Barracks Project Number 37830, Dining Facility Building 820 Replace and Restore All Components Project Number 37831, Ops Building 822 Replace and Restore All Components to Advanced Individual Training Standard BN Ops RECOVERY: In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Re-Investment Act (ARRA) of 2009, Pub,L. 111-5, the Government posts this pre-solicitation announcement. (Recovery funding may or may not be utilized for potential future Task Orders). The U. S. Army Corps of Engineers, Kansas City District, intends to issue a solicitation for a Design-Build Services for Renovation of 3 Barracks Buildings, 1 Dining Facility, and 1 Ops Building located at the Fort Leonard Wood, Missouri. The solicitation will be available on or about 20 Oct 2009 on the FeedBizOps website at www.fbo.gov. The Proposals will be due approximately 45 days later. The solicitation, including any amendments, shall establish the official opening and closing dates and times This Project is a Design/Build Project consisting primarily of renovation of three existing three story barracks in Buildings, a dining hall, and a Battalion HQ (Ops Bldg.). The Project includes furnishing all analyses, design, procurement, installation, plant, labor, equipment, materials, and transportation and performing all required work to provide complete and usable facilities. The renovation is intended to be functionally and technically similar to a dormitory in the private sector community surrounding the Installation. This Project includes the reconfiguration of existing squad bays to open troop bay type layouts for a maximum 240 personnel capacity. Each barracks building also has work classified as new work which includes the new 3-story addition with individual floor area of approximately 960 square feet per floor as shown on the Drawings. The project also includes furnishing all analyses, design, procurement, installation, plant, labor, equipment, materials and transportation, and performing all required work to provide a complete and usable Project for a Dining Hall and a Battalion HQ 822 (Ops Bldg.). The Dining Hall project will provide food service for soldiers and is intended to be functionally and technically similar to cafeterias and restaurants in the private sector community surrounding the Installation. The Battalion HQ Building project will provide classroom space and administrative services for soldiers and is intended to be functionally and technically similar to classrooms and offices in the private sector community surrounding the Installation. This solicitation will be issues as a Request for Proposals (RFP) which will result in the award of a single firm fixed price (FFP) construction contract. The estimated performance period for completion of construction on each Barrack Building is 540(Five Hundred Forty) calendar days from Notice to Proceed (NTP). This solicitation will include options that will be included in the Award. At this time, a Site Visit has not been planned for this solicitation. The date of the organized site visit will be given in the solicitation. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $25,000,000 and $100,000,000. The North American Industry Classification System (NAICS) Code for this project is 236220, and the size standard is $33,500,000.00. THIS SOLICITATION WILL BE UNRESTRICTED - - - Therefore, this project is open to both large and small business, and proposals for all responsible sources will be considered by the agency. If a source is a large business, and the proposal exceeds $1 Million, that offeror will be required to submit a Small Business Subcontracting Plan with goals based on percentage of total subcontracted dollars. The targeted goal percentages for this project are: Small Business - 70% Small Disadvantaged Business 6.2 % Women-Owned Small Business 7.0 % HUB Zone Small Business 9.8 % Veteran Owned Small Business 3.0% Service-Disabled Veteran-Owned Small Business 0.9 % Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 for Best Value Source Selection. The solicitation will include a detailed list of evaluation factors, including any sub-factors or elements, and will provide instructions for proposal requirements and the basis for award. Any changes to evaluation factors will be issued by amendment.
