- The Government intends to award a Blanket Purchase Agreement (BPA) for the purpose of purchasing a variety of auto tires Not-To-Exceed an amount of $138,000.00 to maintain an inventory of necessary stock used at the Federal Law Enforcement Training Center. Due to the nature of training schedules related to the practicality and necessity of physical item inventory, delivery of orders/calls placed require delivery within (2) business days after receipt of order. Orders/calls against awarded BPA will be placed on an as-needed basis during the fiscal year which began October 1, 2009 and ends September 30, 2010. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes notice that the Government intends to award a Blanket Purchase Agreement (BPA) for the purpose of procuring tires for various automated vehicles used at the Federal Law Enforcement Training Center (FLETC), 1131 Chapel Crossing Road, Glynco, GA 31524. The Request for Quote # is HSFLGL-10-Q-00035. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 326211, with a small business size standard of 1000 employees. This requirement is unrestricted. This RFQ is active from the date of this notice and quotes are to be received by October 7, 2009 by 12:00 pm ET. FOB Destination shall be 2400 Glynco Parkway, GLYNCO, GA 31524. Awardee is required to provide speed rated tires that are specifically requested by the manufacturer of FLETC owned law enforcement type vehicles in order to maintain real life functionality that reflect what students will experience in the law enforcement field after completion of training. Vehicles using speed rated tires include: Dodge Charger, Ford Crown Vic, Chevrolet Impala and Tahoe. Other vehicles throughout FLETC that will need tires according to manufacturers' specifications include: Ford Fusion (hybrid), Dodge PT Cruiser (Hybrid), Chevrolet (Hybrid), Gem cars, Tiger Truck, various golf cars, Polaris 4 wheelers, Kawasaki Mule, Yamaha Rhino, MRAP (military vehicle), and other various Government vehicles. The available list of historical data is not all inclusive to Meet or Exceed annual requirements for subject items. The list is available to promote price and delivery competitiveness only. Past performance may preclude price competitiveness. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty and satisfied by the seller. Shipping must be free on board (FOB) destination 2400 Glynco Parkway, Glynco, GA 31524 which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. Delivery must be made within 2days or less after receipt of order (ARO) The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34.
